POSITION INFORMATION

This classification is scheduled to receive general wage increases of 4.5% in July 2023 and 4.0% in July 2024.

DEFINITION

(Unclassified)

To plan, organize, and direct the activities of assigned divisions within the Public Works Department; to coordinate assigned activities with other divisions and departments; and to provide highly complex staff assistance to the Director of Public Works and Assistant Director of Public Works.

DISTINGUISHING CHARACTERISTICS

The Deputy Director level assumes full functional responsibility for a major division(s), which provides diverse, but related, programs.  

SUPERVISION RECEIVED AND EXERCISED

Receives administrative direction from the Director of Public Works and the Assistant Director of Public Works.

Exercises direct supervision over management, supervisory, professional, technical, and clerical personnel.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:
  • Develop divisional goals and objectives; develop and implement division policies and procedures. 
  • Plan, organize, and direct assigned activities.
  • Develop and implement assigned division work plans; assign work activities, projects, and programs; monitor workflows; review and evaluate work products, methods, and procedures.
  • Prepare the assigned division budget; assist in budget implementation; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; administer the approved budget.
  • Recommend the appointment of personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures; recommend employee terminations.
  • Build and maintain positive working relationships with coworkers, other County employees, and the public using principles of good customer service.
  • Represent the division/department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
  • Research and prepare technical and administrative reports; prepare written correspondence.
  • Act as Assistant Director of Public Works or Director of Public Works as designated in their absence.
  • Perform related duties as assigned.

WORKING CONDITIONS

Work is typically performed in an indoor office environment with controlled temperature conditions. Position may require travel to and from other locations in a variety of outdoor weather conditions.

MINIMUM QUALIFICATIONS

It is the responsibility of applicants to identify in their application materials how they meet the minimum qualifications listed below.

Experience: Five (5) years of increasingly responsible experience in civil engineering, public works management, public or business administration, or surveying/land development engineering, including two (2) years of management responsibility.

Training: Equivalent to a bachelor’s degree with an accredited college or university with major course work in civil engineering, public or business administration, or a closely related field. Additional training in management is highly desirable.

Note: Relevant, equivalent experience (performing the same or similar job requiring similar knowledge, skills, and abilities) may be substituted for the required education as determined by the Human Resources Department. Applicants receiving their degree outside the United States must submit proof of accreditation by a recognized evaluation agency.

Required License or Certificate:

  • Possession of a current registration as a professional civil engineer is desirable. 
  • May need to possess a valid driver’s license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.

  • Principles of solid waste management, wastewater collection, distribution, and disposal, and regulatory and environmental compliance.

  • Organize, direct, and implement multiple complex Public Works activities and programs.
  • Plan, coordinate, and direct services provided by assigned division(s).
  • On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers and special projects; identify, interpret, and explain technical,  numerical, and policy information; observe and problem solve operational and technical policies and procedures; recall and utilize a variety of information; work under time pressure and complete a high volume of tasks with frequent interruptions; focus on a single task for long periods of time; analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations, and codes; observe performance and evaluate staff, problem solve department cost recommendations; remember personnel rules.
  • On a continuous basis, sit as at desk and in meetings for long periods of time; intermittently twist to reach equipment surrounding desk; walk, stand, bend, stoop, squat, kneel, or twist; perform simple grasping and fine manipulation; use telephone, write, or use a keyboard to communicate through written means; lift light weight. 
  • Prepare and administer a detailed division budget.
  • Supervise, train, and evaluate personnel.
  • Interpret, develop, administer, and explain division policies and procedures; ensure compliance with applicable ordinances, codes, and regulations.
  • Negotiate contracts and agreements.
  • Analyze problems; identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Gain cooperation through discussion and persuasion.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Work with various cultural and ethnic groups in a tactful and effective manner. 
  • Communicate clearly and concisely, both orally and in writing, including the ability to make concise and persuasive public presentations.
  • Advise the Board of Supervisors and other public officials on matters related to assigned Public Works projects and programs.

MISCELLANEOUS INFORMATION

Length of Probation: 
This classification serves at the pleasure of the Appointing Authority and has no specific term and no right to continuous employment.

Bargaining Unit: 
Unclassified management

CONDITION OF EMPLOYMENT

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath, and submit proof of U.S. citizenship or legal right to remain and work in the U.S.  For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a voice stress analysis and/or a polygraph), and/or be bonded. Additionally, positions in law enforcement classifications and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process. Applicants for positions with access to Medi-Cal billing software or who are licensed providers must clear the Federal Exclusion List, credentialing, and social security verification.
