Introduction


The State of Connecticut, Department of Transportation (CTDOT) is seeking qualified candidates for a Transportation Division Chief position in the Division of Traffic Engineering in the Bureau of Engineering and Construction, based in the CTDOT’s Newington, CT Headquarters Building. This position is full time, 40 hours per week. The Division Chief manages a staff of design engineers and consultants responsible for developing and delivering the Capital program for the transportation system.

The successful candidate for this position MUST possess active Professional Engineer (PE) licensure from the Connecticut Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S. §20-302, be available to travel to and attend training, conferences, public meetings, field reviews, etc. both within and outside of normal working hours when necessary and possess and retain a valid Driver's license.

The Role: CTDOT is seeking an experienced transportation engineering professional to lead the Division of Traffic Engineering.  The Division Chief will provide leadership requiring a thorough understanding of engineering project management to support the historic transportation funding recently passed in the federal Infrastructure Investment and Jobs Act, which will provide CTDOT with $5.38 billion in federal formula funding over a five-year period.

The ideal candidate will have a demonstrated record of achievement in staff development and engineering project management, and superior skills in consultant oversight, project delivery, organizational development, collaboration, oral and written communications, policy formulation, and legal and regulatory compliance.  Exceptional critical thinking, financial and analytical ability is a must.  The Division Chief will lead a team of over 125 talented and dedicated engineering professionals with a wide range of experiences and skills, all dedicated to ensuring a safe and efficient statewide transportation system.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Bureau of Engineering and Construction Services this class is accountable for directing a major operational unit in the Office of Construction, Engineering or Office of Project Oversight and Quality Assurance.

EXAMPLES OF DUTIES

  • Directs the staff and operations of the Division of Traffic Engineering;
  • Coordinates, plans, and manages division activities; 
  • Formulates program goals and objectives; 
  • Develops or assists in the development of related policy; 
  • Interprets and administers pertinent laws, regulations, and standards; 
  • Evaluates staff; 
  • Prepares or assists in the preparation of the Division’s budget; 
  • Directs the design development or review of design development of all traffic engineering plans, specifications, and estimates for transportation improvement projects; 
  • Directs and has the responsibility for all traffic engineering studies and reports as required for the Office of State Traffic Administration and other Department requests or requirements;
  • Advises stakeholders on traffic engineering and roadway safety matters; 
  • Reviews high frequency crash locations and evaluates and recommends proposed improvement measures; 
  • Reviews and provides comments on proposed national standards and regulations as well as proposed state legislation; 
  • Directs the Highway Safety Improvement Program, the use of safety funds, and all associated planning and reporting requirements;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of professional experience in the planning and execution of complex transportation engineering projects.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been in a supervisory capacity with responsibility for the planning and conduct of complex transportation engineering projects.

NOTES:

  • Supervisory capacity is defined as scheduling, assigning and overseeing work, establishing performance standards for employees and taking corrective measures to implement those standards.
  • For state employees this experience is interpreted at the level of a Transportation Supervising Engineer (Construction Engineering) (Engineering).

PREFERRED QUALIFICATIONS

  • Experience leading a professional team to successfully deliver large engineering projects or programs.
  • Experience collaborating with and developing, maintaining, and enhancing relationships with other organizational units and related outside entities.
  • Prior government experience and familiarity with CTDOT’s project development and delivery process. 
  • Experience with engineering design related to traffic engineering elements including traffic signals, pavement markings, maintenance and protection of traffic, and signing.
  • Experience interacting and coordinating with transportation system stakeholders of all levels including government officials.
  • Experience presenting and communicating in writing and verbally to diverse populations and skill levels.

SPECIAL REQUIREMENTS

Incumbents in this class must possess Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302.
