The position of PSCD Manager is an exciting opportunity for a self-motivated forward thinker who enjoys a challenging, fast-paced work environment. Candidate must be an open-minded leader with strong interpersonal skills, capable of operating and overseeing the operations of a Public Safety Answering Point (PSAP). PSCD is a consolidated facility with Police and Fire dispatch, in the midst of a cultural transition. A successful Manager is innovative and seeks creative solutions for continuous improvement of operations.
Assists in the management, coordination, and
continued improvement of the work within the Public Safety Communications
Department which is a twenty-four hour, seven-days-per-week operation. This
position is responsible for overseeing the day-to-day operations and technical
support as related to operations for 911 operations, dispatching services,
information technology systems and employee development and strategic planning.
Regularly directs or supervises the work of at least two full-time
supervisor level employees. Manages, plans, organizes, and directs the
department’s operational activities within a functional work unit to include
911, Dispatch, Career Development and Strategic Planning, and Information
Systems
Supervises daily emergency communications operations and the work of subordinate supervisors.
Serves as a mentor to employees and establishes and maintains career development tracks.
Plans, organizes and coordinates training programs.
Functions as the department liaison with the City's Information Technology Department. Responsible for the oversight and function of all technology required to provide services to the public dispatch services to customers.
Ensures the security and operational integrity of the department.
Serves as a project manager and completes special projects assigned by department leadership.
Coordinates the acquisition, installation, and upgrade of communications equipment and software in the communication center's primary and backup location.
Assumes on site Incident Command during significant events related to emergency responses in field operations or during times of critical infrastructure/system failures.
Prepares and presents public relations and educational information regarding department operations and responds to requests for information from agency representatives and the public.
Minimum Education
Level & Type: Bachelor's Degree or equivalent experience
Minimum Experience
Qualifications: At least 5 years in emergency communications or closely related
public safety field with at least 3 of required 5 years in a Lead or
Supervisory capacity in a related functional area.
"Lead" is
defined as leading at least 1 full-time FTE n a work unit. It does not include
leading projects, departments, contractors, interns, etc.
"Supervisory"
is defined as having supervised at least 1 full-time FTE.
An equivalent combination of education, training, and experience
which provides the required knowledge, skills, and abilities to perform the
essential functions of this position may be considered.
Completion of ICS Courses APCO and NENA courses.
Additional two years of experience as a supervisor in Public Safety Answering Point (PSAP).

Upon completion of all examination processes, the highest scoring
applicants will be placed on the Civil Service Employment List to be used to
fill vacancies occurring within the next six months. An applicant's ranking on
the Civil Service list will be based on their final score which will be
calculated as:
· 10% Education and Experience
· 35% In Basket Exercise
· 55% Oral Board Interview

The following information pertains to driving requirements for
this classification with the City of Tucson. Under "Driving Level"
None, Secondary or Primary, refers to the driving responsibility as it relates
to the essential functions of the classification. License Type, is just that,
the type of Arizona Driving License required for the classification. If the
position requires a Commercial Drivers License (CDL), the endorsements will be
listed under "Endorsements." Under Safety Sensitive a "Yes"
means employees with this classification are subject to pre-employment and
random drug testing. License Type A,B,C,D,or M may require the use of personal
or City vehicles on City business. Individuals must be physically capable of
operating the vehicles safely, possess a valid license and have an acceptable
driving record. Use of a personal vehicle for City business will be prohibited
if the employee is not authorized to drive a City vehicle or if the employee
does not have personal insurance coverage. Exceptions to classification driving
requirement's may exist based on position.
