Introduction

The Tucson Fire Department is seeking an energetic, creative and highly experienced professional to serve as the Community Risk Reduction Manager.  The Community Risk Reduction Manager will be responsible for the overall management and facilitation of the Community Risk Reduction efforts of the Tucson Fire Department, which includes the Department's public education and community outreach programs. The Community Risk Reduction Manager involves identifying and prioritizing the risk present in the community and then creating a plan or intervention to prevent or mitigate the loss of life and property that may result. This position will report to the Assistant Chief of the Business Services and Community Risk Reduction Bureau.

General Description

The Community Risk Reduction Manager will be responsible for the overall management and facilitation of the Community Risk Reduction efforts of the Tucson Fire Department, which includes the Department's public education and community outreach programs. The Community Risk Reduction Manager involves identifying and prioritizing the risk present in the community and then creating a plan or intervention to prevent or mitigate the loss of life and property that may result.

Reports to: Assistant Chief.

Essential Functions

The manager will engage in prevention education, training, and outreach with the community, businesses, property owners, civic leaders, neighborhood associations, and other groups to reduce risk in the city. The manager will work to mobilize community partners to minimize the risk at the neighborhood level and provide training and resources for community members to do so.

The manager will develop community partnerships with outside agencies, non-profit, and philanthropic organizations to support program goals and initiatives. The manager will help build, support, organize, train, and develop a volunteer base that can assist TFD and other community partners with CRR projects. Increase the capacity and capability of our Department to prevent and mitigate risk by increasing the Department's capacity to Engage in Community Risk Reduction.

The manager will also create the tools, templates, processes, and directives to guide and support fire staff in the planning and implementation of Community Risk Reduction projects. The manager will train, mentor, coach, and provide technical support to field crews to assist them in implementing their projects. Identify and articulate Tucson's fire and injury problem by data collection and correlation by compiling relevant fire and injury data from fire databases and articulating the risk issues pertinent to each station's service area.
 
The manager will also need to create station focused reports that are understandable and usable by firefighters and captains. The manager will collect relevant survey data and conduct outcome-based research intended to evaluate program outcomes and practices. Additionally, the manager will create data dashboards that provide a quick snapshot of Tucson's fire and injury problem that can be used to inform department and City leaders as well as community members and staff. Develop standardized tools, processes, and directives to facilitate and encourage CRR projects department-wide by assessing projects and evaluating the effectiveness of the Department's efforts.

The manager will communicate to leadership the outcomes of projects and make recommendations for future efforts. Identify and develop sustainable financial support through grants, donations, and sponsorships.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's degree in Business, Public Administration, Management, Community Development or related field; Master's degree is preferred.

Minimum Experience Qualifications: At least five (5) years performing professional-level work in research and managing complex community risk-reduction projects, coordinating all aspects of programs with various agencies.

Master's degree

Professional experience working in government agencies. 

Experience building partnerships between private and public agencies to best serve the needs of the citizen. 

Excellent Communication and Interpersonal Skills.

Excellent Microsoft Word and Excel skills.

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in an Oral Board interview. 

· Oral Board Interviews will be held March 29, 2023, and March 30, 2023, if necessary

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:      

· 20% of your rating for education and work experience

· 80% of your oral board interview

This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.
