The Engineering Division of the Department of Transportation and Mobility, is seeking a highly qualified and motivated individual to become part of our Engineering team. The Engineering Project Manager supervises and performs senior-level professional engineering work in the planning, design, construction and operation of the roadway network.
Manages and coordinates engineering projects. Oversees compliance with contracts.
This is a lead position affording guidance to other positions performing the same tasks. This lead position also reviews workloads, assigns work and coaches employees with specialized instructions and practices for job accomplishments. Lead personnel may contribute to other employees' performance evaluations, assist with the hiring process by interviewing and making recommendations and providing input to supervisory staff.
Manages projects by developing scopes of work, managing contract schedules and budget issues, developing plans and specifications, performing professional project management, directing the work of consultants and contractors, approving payments of invoices, maintaining project schedules, preparing reports, coordinating resources, and ensuring conformance with engineering standards and regulatory requirements.
Oversees and administers contracts by negotiating design contract fees, reviewing and approving plans, reports and other design materials, reviewing received bids and recommending award of bid, conducting meetings, issuing permits, reviewing plans and forwarding on for permits, resolving issues, investigating on-site issues, preparing contract amendment, negotiating and preparing change orders, interpreting disputed contract language, issuing warnings and determining penalties for non-compliant work and reviewing and approving pay estimates.
Prepares and reviews special provisions, construction cost estimates and construction schedules. Analyzes bids and schedules preconstruction tasks for the department.
Coordinates permits, reviews schedules, reviews barricade plans and provides direction to contractor, inspection and administrative services staff on construction projects. Meets with the contractor regularly and documents project events daily, communicates City expectations orally and in written form. Prepares change orders, creates independent cost estimates and analyzes force accounts for extra work. Approves pay estimates, updates project reporting on website and department reports and provides information for public relations reporting.
Coordinates with other departments and agencies by sharing technical knowledge, providing experience on policy designs, aiding in contract administration, assisting in consultant selection, attending site investigations and providing engineering consultation on the unique needs of particular sites or problems.
Interacts with the public by tracking neighborhood improvements and budgets, attending neighborhood meetings, representing the City at public meetings, providing project status information to neighborhood associations and citizen committees and responding to inquiries from the public and City officials.
Develops and upgrades policies and standards by evaluating the adequacy of standard specifications, recommending revisions, researching and investigating new materials and methods available and recommending and writing new or revised policies.
Minimum Education Level & Type: Bachelor's Degree in Engineering or related field
Minimum Experience Qualifications: At least 3 years in engineering
Registered as a Professional Engineer in the State of Arizona

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List. An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:
§ 10% of your rating for education and work experience
§ 30% of your rating for resume review
§ 60% of your oral board interview
