To remain eligible, you must maintain your permanent or probationary Civil Service employment status through the actual date of transfer. If you are not a current permanent or probationary Civil Service employee at the date of transfer, you will not be eligible for this position. Non-permanent or appointed employees are not eligible.

The Eligibility List may be used by Tucson Water to fill subsequent vacancies occuring in the next 6 months. Selection will be made in accordance with CSR III, Section 2. The list of employees eligible for consideration will remain in effect for 6 months. Examination results and current status will be communicated by email.

The BOSS division seeks a leader for the Digital Utility Analysis Team. This team represents Tucson Water’s commitment to modernization and digital integration. The DUA team will provide training, assistance, and analytics services to the entire department, ensuring effective and efficient customer service, maintenance, and high-quality water delivery.

General Description

Coordinates and manages the development of a department's financial plan, including capital and operating budgets, and financial strategies, oversees department human resources activities, and participates in the development and implementation of department goals and objectives.

Essential Functions

  • Supervises and coordinates the equivalent of two or more fulltime employees and all assigned work in a unit ensuring timely and quality activities to respond to the needs of the City, community, department, and unit.
  • Assists with the implementation, evaluation and interpretation of department policies, projects and procedures.
  • Manages, coordinates, and determines priorities of work load, monitoring levels of resources, establishing time lines, assigning work, monitoring progress, recommending changes and suggestions, writing, reviewing and editing reports prepared by staff, and approving completed projects and reports.
  • Implements controls for appropriate unit staffing and effectiveness by participating in the recruitment and hiring of employees, making recommendations on employee discipline, and other human resources issues, evaluating and managing employee performance, discussing and identifying personnel issues and facilitating resolutions, promoting positive morale in the unit, ensuring staff is trained appropriately for maximum performance, and providing leadership and guidance.
  • Contributes to the needs of the community and City by implementing and causing others to implement the organization's values and strategies by leading through example, competency, and accountabilities.
  • Provides customer service by responding to information requests, conducting research, providing solutions to problems, and correcting errors.
  • Ensures that unit work conforms to local, state, and federal governmental regulations, and other applicable rules and requirements.
  • Develops a department's financial policies and plans, and manages the department's financial operations.
  • Prepares, develops, administers and manages a departmental budget and capital improvement program by creating and preparing budget reports and documents, conducting research and studies, reviewing paperwork and procedures, projecting revenue and expenditure estimates, monitoring expenditures, coordinating the preparation of auxiliary documents, managing financial records, making recommendations, analyzing budgets and submitting prepared budgets to department administrators, deputy directors and directors.
  • Forecasts and monitors department revenues.
  • Coordinates the development or updating of rates to generate revenues, including formulation of the underlying financial plan and implementation of rate changes in a manner that incorporates public outreach and education, and compliance with local and state laws.
  • Analyzes complex revenue data and explains the data in simple terms to management and elected officials.
  • Manages facilities and equipment, and oversees inventory control, maintenance and repairs.
  • Manages a department's human resources program by overseeing the department's hiring and employee performance management programs, and related human resources activities.
  • Manages the procurement and contracting processes for the department and assists staff with the development of Requests for Proposals, sole source justification documentation, bid wavers, and related processes for the procurement of goods and services.
  • Serves on teams to evaluate submitted proposals and recommends contract awards.
  • Participates in the development of contracts and contract negotiations, and monitors vendor performance and contract compliance.
  • Completes special projects assigned by the department director or deputy director.
  • Designs and conducts operational, functional, and economic analysis of department programs and projects for consistency and effectiveness. Develops performance measures in conjunction with national organizations.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 5 years of experience in budgeting, accounting, contracts, procurement, and/or project management.  At least 3 of required 5 years in a Lead or Supervisory capacity in a related functional area.

"Lead" is defined as leading at least one (1) full-time FTE in a work unit.  It does not include leading projects, departments, contractors, interns, etc.

"Supervisory" is defined as having supervised at least one (1) full-time FTE.

Valid and Unrestricted Class D - Driver's License

An equivalent combination of education, training and experience, which provides the required knowledge, skills and abilities to perform the essential functions of this position, may be considered.

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profiles and the responses to their supplemental questions.  The highest scoring applicants will then be invited to participate in a Virtual Oral Board Interview.

  • Virtual Oral Board Interviews will be held May 31, and June 2, 2022 (as needed)

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant’s ranking on the Civil Service Employment List will be based on their final score which will be calculated as:

  • 10% of the rating for education and work experience 
  • 90% rating for the Oral Board Interview

This recruitment will establish a civil service list that may be utilized to fill vacancies occurring at Tucson Water within the next 6 months. Post list hiring interviews may be conducted prior to final selection.
