ABOUT THE POSITION
The City of Tucson is seeking a high energy, creative, problem-solving Human Resources professional to lead multiple, significant, employee focused efforts within the city and public safety departments. As a significant part of the Business Services Department (BSD) leadership, the successful candidate can have a material impact on the strategic future of the City.
This is an exciting time to join the City of Tucson. The Human Resources Department recently merged with the Business Services Department to provide a comprehensive approach to serving the City and its other departments. This position works closely with HR Leadership and Department Directors to meet the specialized needs of each department to include recruitment strategies, employee relations, and creating collaboration with Unions, thereby providing quality services to Tucson residents.
The position will manage three satellite Managers as well as staff. This position will report directly to the Deputy Director of Human Resources in the Business Services Department as part of an overarching strategy.
The successful candidate will be responsible for planning, strategizing, collaborating, and creating City wide sourcing, recruiting, and marketing plans for these departments while working closely with HR-BSD staff. Additionally, they will work on specialized recruitment processes including hard to recruit positions.
They will lead a team to implement recruiting strategies for each of the departments, providing respective metrics such as days to fill, days to hire and vacancies. This individual will work with the Equity Office to create diverse and inclusive hiring processes.
This position will oversee and be responsible for human resources functions and staff in the Tucson Police Department, Public Safety Communications Department, and Fire Department. Actively engages labor groups and staff concerning compensation issues, employee relations and strategic planning. This individual will have high level of analytical skills and be able to clearly and effectively articulate related issues and keep leadership always apprised of concerns that may come to their level.

Performs the following functions with regular use of independent judgment:
Organizes and directs daily operations of a division by performing administrative duties, overseeing programs and projects.
Formulates and implements division strategic plans and work activities to coordinate and synchronize with department directions and goals. Implements and evaluates department policies, projects and programs. Oversees the planning, implementation, direction and management of all functions and resources of the division to achieve the strategic objectives of the department and the City in an efficient and effective manner.
Develops and administers the division budget with staff assistance. Analyzes organizational and community needs, analyzes trends, reviews statistics and opportunities, and communicate information to department leadership of impending developments, and accomplishment of actions. Develops strategic partnerships and contacts with community representatives, external agencies, and other organizations to develop a sense of relevant issues facing our community and to respond as a representative of the City.
Champions the values of the organization through accountabilities.
Ensures that division operations conform with local, state and federal governmental regulations, and other applicable rules and requirements.
Facilitates solutions to problems facing the department.
Maintains professional knowledge through such means as attending seminars, reviewing professional publications and participating in professional organizations.
Assists with strategic planning by identifying and forecasting organizational needs, conducting research, observing and communicating with professional human resources organizations and consultants about trends, and communicating recommendations to management.
Composes and revises human resources policies for department and City-wide employee impact.
Minimum Education Level & Type: Bachelor's Degree
Minimum Experience Qualifications: At least 5 years in human resources. At least 4 of required 5 years in a Supervisory capacity in a related functional area.
"Supervisory" is defined as having supervised at least 1 full-time FTE.

This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months. Final selection interviews may be held following the creation of a civil service list.
