Tucson Water is seeking a qualified Cross-Connection Control Specialist to perform technical backflow prevention inspection and enforcement work involved in protecting the City's potable and reclaimed water systems from contamination through cross-connection.

General Description

Inspects and protects the City's potable and reclaimed water systems from contamination through cross-connection.  Administers and enforces state and City regulations.

Essential Functions

  • Maintains Tucson Water's Cross-Connection Control Program and  Reclaimed Water Site Inspection Program compliance with regulatory agencies and water regulations
  • Conducts quality control testing of customer-owned backflow prevention assemblies
  • Inspects plumbing, mechanical and equipment processes for actual or potential cross-connections, consults with customers regarding  compliance requirements, and prepares and distributes official notices
  • Conducts site inspections by checking for potable and reclaimed water system separation, performing tests and consulting with customers regarding user agreements  
  • Conducts non-routine investigations by locating cross connections, verifying applicable codes are met and assisting with the identification of actual and potential cross connections
  • Reviews development services plans by contacting customers, reviewing commercial building plans for service protection requirements and classifying fire protection systems
  • Coordinates with contractors and inspectors to ensure compliance with reclaimed water regulations; conducts annual reclaimed water site inspections
  • Conducts fire system inspections by inspecting and classifying fire systems, recording data and recommending backflow protection as required
  • Maintains records of Rain Water Harvesting and Gray Water System installations; monitors installations for compliance with backflow prevention requirements
  • Retrieves records, schedules and documents daily activities,  compiles reports, and investigates complaints
  • Conducts training for Backflow Assembly Tester and Reclaimed  Water site Tester certifications

Minimum Qualifications

Minimum Education Level & Type: 6 months post High School

 

Minimum Experience Qualifications: At least 2 years code inspecting, plumbing, pipefitting, construction, or backflow assembly testing and repair

 

Valid and Unrestricted Driver's License - Class D 

Special Job Requirements

Backflow Assembly Tester Certification required at the time of application

Required within 12 months of hire:
• Cross-Connection Control Specialist Certification
• ADEQ Water Distribution Grade 1 Certification
• 24-hour Hazardous Water Operations & Emergency Response Certification (HAZWOPER)

The certifications are required within 12 months of hire.  Failure to obtain the certifications will result in failure of probation and employment will be terminated effective immediately.  Failure to maintain all required certifications thereafter will result in disciplinary action up to and including termination.

Applicants with water certification from other states will be accepted only if the certification is eligible for reciprocity. However, applicants are required to check with the Arizona Department of Environmental Quality (ADEQ) regarding reciprocity/requirements.

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in a virtual Oral Board interview.   

  • Virtual Oral Board Interviews will tentatively be held December 2021

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:      

  • 10% of your rating for education and work experience
  • 90% of your oral board interview   

Hiring interviews may be conducted post-list by the hiring authority.

This recruitment will establish a Civil Service Employment List that will be utilized to fill all vacancies occurring within the next 6 months.
