The GIS Data Analyst plays an integral role in decision making by providing our leaders with the most useful information in a clear and accessible manner.

General Description

The GIS Data Analyst works closely with the Deputy Chief of Communication, Technology, and Accreditation to meet the data and reporting needs of the department. This is a dynamic position that requires a deep understanding of how to collect GIS and non-GIS data from multiple sources and convert it to an accessible format using Excel, National Fire Operations Reporting System (NFORS), Crystal Reports, and a variety of other available tools.

The analyst is a source of aid and instruction in the use of all data tools and recurring reports. They will be capable of interacting positively with internal and external stakeholders to fulfill and explain data requests. The analyst will also assist with the evaluation of new technology that pertains to data collection and analysis.

Essential Functions

Compiles and integrates geospatial data from a wide variety of sources for analysis

Performs project reporting, data creation, data conversion, data transfer, and map production

Makes sense of GIS data and applies the information to planning and real world situations

Responsible for spatial analysis and representation of data in maps

May perform programming or scripting to automate tasks

Reads and interprets data from spatial and non-spatial databases

Provides technical and customer support to users and/or other agencies

Data extraction from multiple sources to include: computer aided dispatch, fire records management system, and electronic patient care reporting.

Automation of recurring reports.

Create dashboards in NFORS for situational awareness and data analysis.

Fulfill data requests for internal and external stakeholders.

Design strategic maps for: new annexation loads, fire investigations, heat maps, automatic aid agreements, and station/unit placement.

Support and education for understanding: reports, pivots tables/charts/graphs, NFORS dashboards, Excel, and other office tools.

Reporting to the National Fire Incident Reporting System.

Develop tools, with the ability to dynamically change criteria, to analyze call load, CON, day of week, and hour of day.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 2 years of experience with working with and interpreting GIS data and applications

Valid and Unrestricted Class D - Driver's License

Special Job Requirements

This position may require passing a criminal background check, Motor Vehicle History Report, Public Records Check and/or physical, drug screen and/or audio exam. Fingerprinting and reference checks may also be conducted prior to an offer of employment. Employment offers are contingent upon successfully passing any of the above requirements.

Preferred Qualifications

Experience teaching others in the use of data-related applications.

Knowledge of Computer Aided Dispatch systems. 

Knowledge of fire department data and/or records management systems. 

Familiarity with the NFORS application.

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in a technical virtual oral board interview.

Technical Virtual Oral Board Interview is scheduled for: July 20, 2021 

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List. An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as: 

  • 20% of your rating for education and work experience 
  • 80% of your oral board interview 

  • This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months. Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List.
