Introduction

The mission of the Project Management Team (PMT) is to help City of Tucson departments achieve their strategic goals by implementing the right projects, the right way, and to deliver the right business benefits.

General Description

Manages complex projects and coordinates experts from different fields for the duration of each project. Prepares forecasts of needed funds, assists in developing and implementing project budgets, and monitors expenditures.

Project Managers are professionals with demonstrated success in the project management field, and who have a desire to continue to hone their project management skills. Project Managers work under the direction of the PMT Administrator as part of the Project Management team within the Information Technology Department (ITD). At any given point in time, Project Managers will be working independently or in concert with other Project Managers, ITD staff/management, and various City of Tucson staff/management on single projects or multiple low complexity projects concurrently.

Essential Functions

Occasionally directs helpers, assistants, seasonal employees, interns, volunteers or temporary employees and may temporarily act in a higher capacity.

Manages and directs complex projects by assigning work, forecasting timelines and project parameters, reviewing and approving plans and documents, devising solutions to problems, deploying resources, ensuring projects are completed effectively and efficiently within budget timeframes, studying and approving agreements, disbursing payments, conducting and attending meetings with associated parties.

Prepares forecasts of needed funds, assists in the development and implementation of budgets, monitors project budgets, authorizes expenditures and budget allocations, reviews budget documents and prepares reports and communications.

Collaborates with intra and inter-departmental personnel, develops project goals and objectives, evaluates project success and regulatory compliance, and makes presentations.

Performs administrative duties by preparing and reviewing reports and correspondence, performing safety audits and inspections, reviewing policies and procedures, providing advice, researching and analyzing information such as cost-benefit studies, developing and maintaining databases and responding to and forwarding inquiries.

 DUTIES SPECIFIC TO THIS POSITION

  •  Successfully plan and execute projects to achieve intended business benefits
  • Position the project for success by defining a structured delivery approach based on best practices
  • Assist City Departments complete “concept papers”, “project charters” and other project management documentation
  • Lay out a clear plan for project execution by developing detailed schedules, defining milestones and deliverables, identifying resource requirements, and coordinating day-to-day activities across resources in a matrixed environment Create a cadence for diligent management of project financials by forecasting, monitoring, reporting on, and controlling project costs on an ongoing basis
  • Ensure achievement of the project’s intended business benefits remain paramount by applying an appropriate amount of discipline to evaluate changes to the core aspects of the project that are proposed during execution or arise as the result of project conditions (e.g., scope, requirements, timelines, and cost)
  • Proactively minimize the probability of adverse project conditions by establishing risk and issue management procedures, driving the creation and oversight of mitigation plans, and aggressively resolving conflict where needed.
  • Communicate the right things about the project at the right time in the right way by developing communication plans, tailoring communications to intended audience(s), and delivering information consistently and in a perceptive manner
  • Provide insight into project health by defining appropriate metrics to measure project performance, comparing actual performance to planned performance on an ongoing basis, identifying root causes of situations that could negatively impact project performance, and preparing and delivering executive-level briefings when needed

Foster relationships across functions and levels of the organization

  • Establish a reputation for collaboration through openness, empathy, situational awareness, employing an objective approach to decision making, and an awareness of politics without getting mired in them Remain composed when project progress, workload, or resource allocations are less than ideal and stress can be sensed across project stakeholders
  • Display resiliency when assignments appear difficult or complex, and when dealing with uncertainty or ambiguity

Enrich the delivery capabilities and overall performance of the PMT

  • Embody accountability by taking responsibility for individual actions and encouraging others to do the same, and supporting the City of Tucson and ITD business goals and values
  • Promote unity by demonstrating confidence in self and peers, and placing the success of the team over success of the individual
  • Deepen project management expertise by supporting the continuous assessment and improvement of PMT frameworks, processes and practices
  • Identify opportunities for improvement by reviewing projects, either during or post-execution, if needed

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 3 years managing complex projects and coordinating experts from different fields

Valid and Unrestricted Class D - Driver's License

Preferred Qualifications

  • Past experience: Minimum three years of professional experience, with at least three years of direct work experience in a project management or project support capacity
  • Structure delivery: Demonstrated use of project management methodologies or frameworks, as well as system development lifecycle (SDLC) methodologies
  • Communicate effectively: Deliver clear and concise written and verbal messages in a structured manner, manage differing points of view, tailor communications style to audience, and craft presentations with quality expected for senior level management
  • Solve problems and think independently: Ability to identify and structure problems, prioritize issues and solution development, plan and conduct work, process information, and place information in to a relevant context or framework  Utilize project management tools: Ability to build and maintain project schedules; high degree of proficiency with Microsoft Office tools (e.g., Word, Excel, PowerPoint)
  • Associate in Project Management (CAPM) certification or equivalent training in fundamentals for project management
  • Working knowledge of project management scheduling tools such as MS Project
  • City or County government experience

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in the Oral Board interview process.

Oral boards will be held the week of February 10, 2019.

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:      

  • 20% of your rating for training & experience
  • 80% of your rating for oral board

This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.
