General Description
Oversight of capital and operating budgets exceeding $100 million in addition to overseeing several multi-faceted contracts. Lead compliance oversight off all Federal Transit Administration (FTA) audits and or reviews. Reviews, approves and tracks the majority of transit related expenditures.
Distinguishing Characteristics
Reports directly to the Transit Administrator. This position serves as a back up to the Transit Administrator and within the duties requires a broad knowledge in a general or professional or technical field. Additionally, work requires managing and monitoring work performance by directing subordinate supervisors or administrators, including making final decisions on hiring and disciplinary actions, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments, as needed
Essential Functions
Provides training and direction to the Finance Manager and Administrative Assistant (pursuant to grants, budgeting, and account payables. Provides guidance and direction to the other Transit Services Coordinator ) pursuant to the City's Transit Task Force (TFF). Transit Asset Management (TAM) plan, IGA's and other FTA compliance areas.
Reviews, approves and tracks majority of transit related expenditures, reviews past budget for comparison to target performance objectives. Reviews projects with regard to short, medium, and long range needs
Reviews planning documents to ensure they reconcile with the goals and objectives of the Transportation Department and the City of Tucson
Leans compliance oversight of all Federal Transit Administration (FTA) audits/reviews relative to fixed route bus ADA paratransit and modern streetcar
Develops ongoing internal audit/review schedules and performs internal audits/reviews pursuant to myriad of compliance areas. Develops tools for monitoring and compliance. Reports on results of internal audits and monitors necessary corrective actions

Knowledge/Skills/Abilities
Knowledge of United States Code (USC), Code of Federal Regulations (CFR), Arizona Revised Statues (ARS), and Local Ordinances
Expert Knowledge of Federal Transit Authority (FTA) compliance
Knowledge of complex contractor oversight
Skilled in auditing, budgeting, accounting, and compliance oversight
Ability to develop and prioritize short, medium, and long range goals and objectives
Minimum Qualifications
Minimum Education Level & Type: Bachelor's Degree
Minimum Experience Qualifications: At Least five (5) years of experience in a Transit related field

the required knowledge, skills, and abilities to perform the essential
functions of this position, may be considered.
