General Description

The position of Building Inspector III is expected to perform skilled work in all phases of residential and light commercial building inspections to ensure compliance with city, state, and other building codes including electrical, mechanical, plumbing, structural, fire, energy, and accessibility. The position of Building Inspector III is distinguished from the Building Inspector II by assignments requiring the application of commercial building codes in at least one discipline and by its greater on-site responsibility, technical knowledge and communication skills.  An employee in this class may be assigned to related duties in the City’s Development Services Department to include but not limited to residential inspections, light commercial inspections, and heavy commercial inspections.

Employees may progress to this class from the Building Inspector II by meeting specific, criteria-based promotional requirements of performance and proficiency, as well as meeting the minimum requirements of the class and certification(s) required.

Essential Functions

This position may be called upon to conduct training for new personnel, assist with the hiring process by interviewing and making recommendations and providing input to supervisory staff, reviewing workloads, assigning work and coaching employees with specialized instructions and practices for job accomplishments.

Reviews and inspects the work of inspectors to assure the work quality, and timely completion of assigned duties and responsibilities.  

Performs technical office review of building and construction plans and performs complex on-site building inspections for compliance with approved plans and City and other applicable building codes, including but not limited to, structural, electrical, plumbing, mechanical, fire safety, health, and other applicable codes.  

Requires corrections for defects and inadequacies and requires corrections to comply with applicable City ordinances and codes.  

Oversees and participates in the inspections of new construction, remodels, alterations, and repairs for compliance with applicable City ordinances and construction codes.  

Oversees and participates in the inspections on buildings being demolished, moved, or damaged buildings to ensure compliance with City and other applicable building and life and safety codes.  

Oversees and participates in the documentation of inspections, including violations, and all records including inspection reports and correspondence with affected parties on compliance efforts.  

Responds to inquiries from architects, engineers, designers, contractors, and the general public on building codes, inspections, inspection schedules, and compliance.  

Develops and maintains review, inspection, and permit records and presents oral and written reports as required.  

Research new building and construction methods, materials, and codes to stay current in the field Ensures staff compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.  

Maintains inventory of equipment and supplies; ensures availability of adequate materials to conduct work activities; approves and/or initiates orders for new/replacements.  

Develops and implements procedures, and instructs staff in safety, building inspection regulations, and updated methodology and equipment.  

Performs various administrative tasks; establishes operating procedures and standards; provides budgetary input; reviews time sheets and maintains attendance records.  

Oversees the general cleaning/maintenance tasks necessary to keep vehicles, equipment, and tools in good operating conditions.  

Performs all work duties and activities in accordance with City policies and procedures.  

 Works in a safe manner and reports unsafe activity and conditions. 

Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Minimum Qualifications

Minimum Education Level & Type: High School Diploma or G.E.D.

Minimum Experience Qualifications: 4 years of experience in inspection 

Valid and Unrestricted Class D - Driver's License

Special Job Requirements

ICC Combination Residential Inspector certification plus
ICC Fuel Gas Inspector

And at least one of the following:  
ICC Commercial Building Inspector   
ICC Commercial Electrical Inspector   
ICC Commercial Plumbing Inspector   
ICC Commercial Mechanical Inspector

Driving Requirements

The following information pertains to driving requirements for this classification with the City of Tucson. Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
