General Description

Manages and coordinates improvement programs and projects by supervising personnel and directing the operations of an engineering section.

This job reports to: Transportation Administrator

Essential Functions

Manages engineering and capital improvement projects by meeting with related parties, identifying needs, determining timelines, preparing cost estimates, reviewing plans and specifications, resolving conflicts, ensuring conformance with standards, codes, and policies, and issuing certificates and permits.

Supervises section personnel by planning and assigning work, counseling, and assisting employees, approving training opportunities, providing training, and resolving issues.

Manages and administers operations of the section by drafting policies and procedures, clarifying and interpreting policies and procedures, conducting and attending meetings, performing system planning, reviewing, and analyzing technical information and preparing and updating standards and specifications.

Manages public relations by responding to concerns and inquiries, giving presentations, and providing information to the public.

Develops and administers the section budget with staff assistance.

Analyzes organization and community needs, analyzes trends, reviews statistics and opportunities, communicates to the department leadership of impending developments.

Develops strategic partnerships and contacts with community representatives, external agencies, and other organizations to develop a sense of relevant issues facing our community and to respond as a representative of the City.

Ensures that section operations conform with local, state, and federal governmental regulations and other applicable rules and requirements.

Reviews and coordinates rezoning cases.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree of Civil Engineering or related field.

Minimum Experience Qualifications: At least five (5) years in engineering with three (3) of required five (5) years in a Lead or Supervisory capacity in a related functional area.

"Lead" is defined as leading at least one (1) full-time FTE in a work unit.  It does not include leading projects, departments, contractors, interns, etc.

"Supervisory" is defined as having supervised at least one (1) full-time FTE.

Special Job Requirements

Registered as a Professional Engineer in the State of Arizona 

Preferred Qualifications

Professional Traffic Operations Engineer License (if assigned to Traffic Engineering division)

Driving Requirements

The following information pertains to driving requirements for this classification with the City of Tucson. Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
