PRINCIPAL CONTRACT OFFICER (#0984)

General Description

Develops, coordinates, implements and complex procurement contracts. procurement programs and policies. Acts as liaison between customer, contractors, and the public to ensure customer needs are met and contractors perform in accordance with the contract.

Essential Functions

This is a lead position.  Works in partnership with other contracting positions (Contract Officer and Senior Contract Officer) to meet defined business needs.  Provides primary guidance and makes decisions on approach to meeting customer needs for goods, services, design and construction. Functions independently and makes decisions in areas of defined responsibility.

Procures complex and/or technical services and commodities and manages complex procurement projects. 

Reviews, edits and finalizes requirements for solicitations and service agreements. Prepares, soliciting, evaluating and negotiating and awarding contracts. 

Conducts pre-solicitation conferences, facilitates and manages evaluation meetings, conducts consultant interviews, demonstrations, site visits and inspections. 

Conducts contract compliance activities including claims and dispute mitigation. Reviews, analyzes and responds to protests. 

Assists with developing, coordinating and implementing procurement programs and policies by researching governing laws, making recommendations, evaluating current policies and practices and facilitating focus groups, surveys and special projects. 

Acts as liaison by providing guidance, making decisions pertaining to the application of procurement laws, policies, procedures and practices, developing and maintaining consultant and customer relationships, administering contracts, monitoring consultant performance, mediating and resolving contractual issues, facilitating meetings and offering solutions to problems.

Ensures maximum value for expenditures by preparing and negotiating contracts, making contract award recommendations, conducting market research, providing cost and price analysis, adhering to and implementing regulations and policies and documenting contract activity.

Performs other related duties as assigned or requested. Any one position may not include all of the duties listed. This job classification specification identifies the responsibilities and tasks typically associated with the performance of the position.

Minimum Qualifications

Minimum Education Level & Type: Bachelor’s Degree

Minimum Experience Qualifications: At least 3 years public contracting

Special Job Requirements

At least one of the following professional Procurement certifications:

Certified Purchasing Manager (CPM) from the Institute for Supply Management, 
Certified Professional Public Buyer (CPPB) from the Universal Public Procurement Certification Council,
Certified Public Procurement Officer (CPPO) from the Universal Public Procurement Certification Council, NIGP Certified Procurement Professional (NIGP-CPP) from NIGP

Driving Requirements

The following information pertains to driving requirements for this classification with the City of Tucson. Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
