General Description

Manages the City of Tucson's payroll operations in compliance with all federal, state and local regulations, accounting and financial management standards, internal reporting, policies and procedures including pension distribution process for City retirees while assuring accurate and timely employee pay checks.

Essential Functions

Assists with the implementation, evaluation and interpretation of department policies, projects and procedures including city-wide implementation and use of the City’s timekeeping system.

Prepares and submits payroll tax returns and informational returns.

Provides customer service by responding to information requests, conducts research, provides solutions to complex payroll problems.

Responds to management questions Leads testing of payroll scenarios within the ERP system.

Provides input into new deduction and benefit pay codes Ensures W-2 reporting is timely, accurate and in compliance with applicable regulations.

Reviews processes and leads continuous improvement efforts Supervises 2 or more full-time employees.

Participates in the recruitment and hiring of employees, making recommendation on employee discipline, and other human resources issues including evaluating and managing performance, facilitating positive resolutions, promoting positive morale, and ensuring staff is appropriately trained for maximum performance, and providing leadership and guidance.

Provides training to Payroll Team and to department personnel.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 5 years in a payroll processing related functional area with 3 of required 5 years in a lead or supervisory capacity.

"Lead" is defined as leading at least 1 FTE in a work unit. It does not include leading projects, departments, contractors, interns, etc.

Special Job Requirements

Knowledge of payroll systems, accounting database programs, and proficiency in Microsoft Excel spreadsheets

Proficiency with a 10-key calculator

Driving Requirements

The following information pertains to driving requirements for this classification with the City of Tucson. Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
