General Description

IT Project Managers work within the Information Technology Department (ITD) using recognized project management methodologies, this position will focus on the implementation of software applications that range in complexity and scope from the enterprise to a single department.  The project manager coordinates and prioritizes project tasks, manages timelines, maintains project plans, and communicates status to clients, project sponsors, and senior management.  At any given point in time, Project Managers will be working independently or in concert with other Project Managers, ITD staff/management, and various City of Tucson staff/management on single projects or multiple low complexity projects concurrently.

Serves as a role model in promoting good working relationships across a project. Cultivates the people skills needed to develop trust and communication among all of a project's stakeholders: its sponsors, those who will make use of the project's results, those who command the resources needed, and the project team members. Brings an agility culture and agile processes to the Project Management Office.

It is expected the individual in the role will work with limited supervision and direction and act in best interest of ITD, stakeholders and the City of Tucson.  

Essential Functions

Oversees the conception, implementation and analysis of large and small, enterprise software applications projects using recognized project management methodologies.

Responsible for coordinating and prioritizing project tasks, managing timelines, project resource management, maintaining project plans, assessing and addressing project risks, and communication status to clients, project sponsors and senior City leadership. Authority to stage gate and institute SDLC control guidelines including the management of issues, risks, and project change requests. 

Creates innovative solutions to problems to quickly identify vulnerabilities and obstacles to projects success (cost, scope and time; realized benefits; and, stakeholder satisfaction)

Responsible for recommending and advising on the development and maintenance of policies, procedures, metrics, KPI's and other measurement tools and techniques to improve project management within the City of Tucson and the delivery of consistently successful software application implementations, upgrades, etc.

Creates a project plan to fit the stakeholders/customers’ needs and deliver with-in budget on desired outcomes using best practice PMO. 

Prepares, maintains and submits clear & concise activity/progress reports and time recording/management reports to discover potential problems before they occur.

Responsible for defining, teaching, and enforcing the use of good project management practices. and adapt their approach to the context and constraints of each project, knowing that no "one size" or approach can fit all the variety of projects.

Promotes Customer Involvement & Communications by recognizing that project success is directly related to satisfying the customer.

Knowledge/Skills/Abilities

Project Management knowledge and experience, including Agile project management.
Knowledge of Project Management Institute guidelines, structure and best practices. 
Knowledge of project metrics, including gathering, reporting, trend analysis, creation, and metrics.

Clarify, identify, and track requirements and issues, remove barriers, resolve minor project issues and escalate to immediate manager where required Knowledge in SDLC Methodologies, Agile, SCRUM, SDLC / Waterfall and proficient in MS Office applications, MS Project, VISO, Adobe Acrobat Professional 
Ability to stay current in industry trends and new technology through professional associations, trade journals, networking, and associated training and seminars. 
Strong analytic, communication, and organizational skills and the ability to work well on teams.

Minimum Qualifications

EDUCATION LEVEL & TYPE:  Bachelor’s Degree in technology, software, or related field

EXPERIENCE: At least 3 years’ experience in IT Technical or Project Manager discipline (Software applications/ development, Networking, Systems Administration, IT Project Management or related experience).

Environment/Working Conditions

This role routinely uses standard office equipment, such as computers, phones, photocopiers, filing cabinets, and fax machines. This position would require the ability to Sit, Stand, Bend, Reach, View monitors, use repetitive motions, as well as Talking, Listening, Customer/Client Contact

Physical Demand/Levels

This position would require lifting up to 30lbs.
