DEFINITION

Under general supervision performs technical work in hazardous material inspections or ensuring compliance related to environmental health and/or protection in accordance with applicable state, federal, and local environmental laws and regulations for which the County is held responsible; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This classification is the journey level class in the Compliance & Materials Specialist series and are assigned to hazardous materials or regulatory compliance. Depending on assignment, incumbents are responsible for performing enforcement, inspections and response.

TYPICAL DUTIES

(All Assignments)
  • Inspects and audits businesses for compliance with state laws; maintains environmental compliance records.
  • Issues appropriate warnings and violation notices to non-compliant entities.
  • Conducts research and compiles information to prepare reports for review and/or action by the county, state, or other interested individuals and agencies.
  • Determines and adjusts fees for businesses and multi-family properties according to types and quantities of waste contamination or hazardous materials present.
  • Provides technical assistance in preparing and reviewing business plans for completeness, accuracy and content; verifies presence of on-site business plan.
(Hazardous Materials)
  • Verifies presence of site map, spill and safety equipment, accurate chemical inventory and proper storage of chemicals.
  • Provides technical assistance to businesses in preparing chemical inventories and developing spill, release and evacuation procedures.
  • Responds to hazardous material incidents; samples and identifies unknown substances; properly handles hazardous material for disposal; recommends or provides remediation; equips County hazardous material response vehicle; cleans and maintains equipment and supplies; uses protective hazardous material equipment.
  • Prepares incident reports, correspondence; maintains equipment inventory and maintenance records.    
  • May provide incident response training to first responders and other agencies; may provide hazardous material safety training to various businesses.
(Regulatory Compliance)
  • Investigates complaints related to regulatory and municipal code violations; conducts field audits and informs individuals of violations and abatement options; seeks abatement through voluntary compliance or, as necessary, through graduated enforcement procedures.
  • Completes various monitoring and sampling activities to ensure compliance.
  • Performs coordination of solid waste cleanup efforts, maintenance requests and special events; cooperates with officials and regulators from other governmental and external agencies on joint operations to support compliance activities.
  • Provides public education and outreach on solid waste and recycling by engaging residents, businesses, schools, and organizations to explain proper waste disposal, recycling programs, regulatory requirements, and contamination reduction through in-person, telephone, and written communication.

MINIMUM QUALIFICATIONS

Education: Completion of sixty semester units or equivalent quarter hours in an accredited college or university with major coursework in chemistry or a physical, biological, environmental or fire science, or a closely related field.

Experience: When assigned to hazardous materials, two years experience in emergency response or the regulation of hazardous material, including responsibility for hazardous material evaluation and recovery. When assigned to regulatory compliance, two years of inspection and enforcement experience related to environmental protection compliance. Both assignments require qualifying experience include at least one year equivalent to Compliance & Materials Specialist I in San Joaquin County. 

License: Possess and maintain a valid California driver’s license.

Certificate: If required by the nature of the assignment: Certification from the State of California as a Hazardous Materials Specialist. Incumbents hired prior to the adoption of this classification will not be required to have the Hazardous Materials Specialist certificate.

KNOWLEDGE

State and Federal laws, rules, and regulations and monitoring requirements pertaining to areas of assignment; research methodology and standard statistical procedures; methods, techniques and practices used in the determination and elimination of hazardous waste material; knowledge of transporting and disposing of hazardous waste material and toxic substances; proper hazardous material emergency response techniques.

ABILITY

Operate office equipment in the performance of work for report generation, records management and report writing; investigate, evaluate findings and prepare recommendations for elimination and control of hazardous material; work accurately and effectively under pressure; meet physical requirements; deal effectively with members of the business community, other public agencies and the general public.

Mobility - Frequent operation of keyboards, sitting or standing for extended periods, climbing stairs or ladders, running or crawling; frequent walking, driving, pushing/pulling and bending/squatting; Lifting - Frequent lifting and carrying up to 25 pounds; occasional lifting or push/pulling up to 50 pounds; Vision - Excellent overall vision including good color and depth perception with constant eye/hand coordination; frequent reading and close-up work; Dexterity - normal dexterity with constant holding; frequent reaching, grasping, repetitive motion and writing; Hearing/Talking - Constant hearing normal speech; frequent hearing and talking on the telephone/radio and in-person; occasional hearing faint sounds; Emotional/Psychological - Constant concentration with frequent public contact and decision making; frequent exposure to hazardous materials and occasional exposure to emergency situations and heights; Special Conditions - frequent exposure to outdoor conditions.
