Under general supervision, learns and performs technical work in hazardous material inspections or ensuring compliance related to environmental health and/ or protection in accordance with applicable state, federal, and local laws and regulations for which the County is held responsible; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
This classification is the entry level class in the Compliance & Materials Specialist series and are assigned to hazardous materials or regulatory compliance. Depending on assignment, incumbents are responsible for learning the proper methods of enforcement,
inspections and response provisions.
TYPICAL DUTIES
(All Assignments)
Assists in inspecting and auditing businesses for compliance with
state laws; assists in the maintenance of environmental compliance records.
Learns to issue appropriate warnings and violation notices to
non-compliant entities.
Learns to research and compile information to prepare reports for
review and/or action by the county, state, or other interested individuals and
agencies.
Assists in determining and adjusting fees for businesses and
multi-family properties according to types and quantities of waste
contamination or hazardous materials present.
Provides technical assistance in preparing and reviewing business
plans for completeness, accuracy and content; verifies presence of on-site
business plan.
(Hazardous Materials)
Assists
in verifying presence of site map, spill and safety equipment, accurate
chemical inventory and proper storage of chemicals.
Assists in providing technical assistance to businesses in
preparing chemical inventories and developing spill, release and evacuation
procedures.
Prepares incident reports, correspondence; maintains equipment
inventory and maintenance records.
May participate in hazardous material emergency response in
accordance with level of training.
(Regulatory Compliance)
Assists with investigating complaints related to regulatory and
municipal code violations; learns to conduct field audits and informs
individuals of violations and abatement options; learns to seek abatement
through voluntary compliance or, as necessary, assists in implementing
graduated enforcement procedures.
Assists with various monitoring and sampling activities to ensure
compliance.
Assists with the coordination of solid waste cleanup efforts,
maintenance requests and special events; cooperates with officials and
regulators from other governmental and external agencies on joint operations to
support compliance activities.
Assists with public education and outreach on solid waste and
recycling by engaging residents, businesses, schools, and organizations to
explain proper waste disposal, recycling programs, regulatory requirements, and
contamination reduction through in-person, telephone, and written
communication.
MINIMUM QUALIFICATIONS
Education: Completion of sixty semester units or
equivalent quarter hours in an accredited college or university with major
coursework in chemistry or a physical, biological, environmental or fire
science, or a closely related field.
Experience: When assigned to
hazardous materials, one year of experience in emergency response or the
regulation of hazardous material, including responsibility for hazardous
material evaluation and recovery. When assigned to regulatory compliance, one
year of experience in solid waste and/or recycling compliance to include
contact with the public or regulatory agencies.
License: Possess and maintain a valid California
driver’s license.
KNOWLEDGE
State and Federal laws,
rules, and regulations and monitoring requirements pertaining to areas of
assignment; research methodology and standard statistical procedures; methods,
techniques and practices used in the determination and elimination of hazardous
waste material; principles of effective oral and written communication.
ABILITY
Operate office equipment in
the performance of work for report generation, records management and report
writing; investigate, evaluate findings and prepare recommendations for
elimination and control of hazardous material; meet physical requirements; deal
effectively with members of the business community, other public agencies and
the general public; learn and apply proper hazardous material emergency
response techniques.
