Under direction, supervises a unit of employees performing responsible work related to exemptions, change of ownership, and appeals within the Assessor’s office, and does related or other work as required in accordance with Rule 3, Section 3, of the Civil Service Rules.
CLASS CHARACTERISTICS
This is the supervisory level in the Assessment Specialist series. An incumbent in this classification supervises Assessment Specialists and other clerical employees and holds the highest Assessment Analyst certification offered by the State of California Board of Equalization. Incumbent assists with establishing departmental interpretation and application of rules, regulations, ordinances and laws pertaining to property tax exemptions, ownership for assessment purposes, and probate. This class is distinguished from the Assessment Specialist II in that the latter is responsible for performing the most complex and difficult claims of the unit and does not have full supervisory responsibility over staff.
TYPICAL DUTIES
Assigns, reviews, and evaluates the work of the Assessment Specialists and other clerical staff; ensures that work is distributed to maintain the flow and quality of work performed within established standards.
Provides orientation to new employees in the unit; ensures that staff understands and complies with unit policies, procedures, and standards; trains staff, answers questions; interprets rules, regulations, and procedures; assists in interpretation of policies.
Conducts field inspections of locations for initial exemptions filings in accordance with program regulations and requirements; determines if exemption(s) is granted based on inspection findings.
Responds to assessment appeals as a representative on behalf of the County before courts, appeal boards, and other legislative bodies.
May participate in the most complex work of the unit; prepares summaries, reports and correspondence related to unit activities.
Develops forms, form letters and related documents; may modify or create simple software applications.
Assists with the development of office or unit policies; reviews unit procedures and recommends changes to improve unit efficiency and effectiveness; implement changes to office and unit policies and procedures.
Performs special projects and related work as assigned.
MINIMUM QUALIFICATIONS
Experience:Two years as an Assessment Specialist II or a comparable classification from a County Assessor’s Office.
Certificate: As a condition of continued employment, must have passed the State of California Board of Equalization’s Advanced Assessment Analyst Certificate exam(s): Exemption, Change in Ownership, and/or the combined within twelve months of appointment.
License: For specified positions, a valid California Driver license or the ability to arrange necessary and timely transportation for field travel.
