DEFINITION

Under general direction, performs complex administrative work in the management of community-based social service programs in the Human Services Agency, Adult and Community Services Bureau; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

An incumbent in this class plans and directs a variety of community-based social services designed to promote the physical, social and economic health of low-income individuals of all ages.  The incumbent is responsible for the management of assigned programs and the supervision of subordinate supervisory, administrative and technical staff that carry out program objectives.

TYPICAL DUTIES

  • Plans, organizes, and directs the activities of community-based social service programs.
  • Analyzes program policies and procedures; interprets and communicates policies and procedures to staff.
  • Plans, develops, and recommends changes to increase program effectiveness and meet community needs; supervises research and studies for program evaluation and interpretation.
  • Supervises the work of subordinate staff, including subordinate supervisors; evaluates staff performance; recommends and coordinates training for staff development. 
  • Acts as liaison with local and state agencies; may address public and private groups relative to community-based social service programs; may participate in conferences or seminars. 
  • Prepares and reviews correspondence and reports and other materials.
  • Monitors and assists in the preparation of the program budget. 
  • Works with Advisory Boards.

MINIMUM QUALIFICATIONS

EITHER PATTERN I


Education: A master’s degree in social work, psychology, counseling, public or business administration, or a related field.


Experience: Three years of social service experience, including at least two years at a supervisory level.

 

OR PATTERN II


Education: Graduation from a four-year college or university with a degree in social work, psychology, public or business administration, or related field. 


Experience: Four years of social service experience in an agency providing family and/or community services, including two years in a supervisory position.


AND FOR BOTH PATTERNS


License:  Possession of a valid California’s Class C driver’s license.

KNOWLEDGE

Principles of public social service administration; goals of a public social services agency; principles of management, supervision and training; methods and techniques of providing casework consultation to staff members; laws, rules and regulations governing the operation of public social services agencies; community public and private agency resources; public relations; local and statewide priorities for service.

ABILITY

Plan, organize, evaluate and direct the work of others; work cooperatively with fellow employees and the general public; interpret program goals; communicate effectively; use independent judgment; attend meetings after traditional work hours; write clear, concise reports; interpret laws and regulations that apply to applicable programs; speak publicly regarding services and programs.

PHYSICAL/MENTAL REQUIREMENTS

Mobility – Frequent walking and sitting for long periods; occasionally operating key boards, standing, pushing/pulling and driving; Lifting –Occasionally lift 30 pounds or less; Vision – Good vision; constant reading and close-up work; frequent eye/hand  coordination; and occasional depth perception; Dexterity – normal dexterity with constant writing and occasional  holding, reaching grasping and repetitive motion; Hearing/Talking – Frequent hearing and talking on the telephone and in person; Emotional/psychological – Constant decision making and concentration; frequent public contact; occasional exposure to emergency situations, trauma, grief and death; Special conditions – May require occasional overtime, working alone and weekend or evening work.
