DEFINITION

Under general direction, plans, supervises, reviews the work of staff responsible for supporting the  development, implementation, maintenance, and evaluation of the Countywide enterprise resource system in response to business needs of particular functional area(s); acts as a liaison between technical staff and end users to create and evaluate business solutions; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This is the supervisory level in the Enterprise Resource Planning (ERP) Analyst series. An employee in this class is responsible for planning, organizing, supervising, and coordinating the work of professional and support staff within the ERP Unit. Incumbents may perform the most complex work related to enterprise resource planning system activities and projects. This class differs from the lower class of ERP Analyst I/II by the regular, continuous performance of the full range of supervisory duties. 

Senior ERP Analyst class is further distinguished from the higher level ERP Manager in that the latter is the management class responsible for the overall activities and operations of the Countywide enterprise resource system.

TYPICAL DUTIES

  • Assists the Enterprise Resource Planning Manager to define and document County business requirements through discussions with executive and management staff and end users; creates, documents, and maintains County business processes and troubleshoot ERP system issues in collaboration with County technical support.
  • Plans, organizes, and directs staff engaged in the ERP unit operations and projects; trains, reviews, and evaluates staff performance; participates in the selection and discipline of assigned staff as appropriate.
  • Filters, organizes, and prioritizes the work assignments of ERP Analysts; serves as a liaison between department end-users, analysts, information technology staff, and vendors in analyzing, designing, configuring, testing, maintaining, and troubleshooting the ERP system in order to ensure optimal system performance, meet County business requirements, and automate business processes.
  • Oversees, schedules, and tracks functional upgrades in new releases of ERP software; educate end users on new functionality and implement new functionality upon request; ensures ERP unit meets County deadlines in an efficient manner.
  • Coordinates the development of test scenarios, scripts, and acceptance criteria for the testing of approved changes to the ERP system and/or implementation of a new or upgraded ERP system.
  • Develops training curriculum and conduct training sessions; creates and implements policies and procedures, business rules, and user guides; responds to end user requests for assistance and provide instruction where needed.
  • Analyzes and interprets technical ERP system and functional information and translate/communicate it to end users in a manner that is easily understood.
  • Recommends and assists in the implementation of goals and objectives for assigned functional area; establishes schedules and methods for achieving assigned work objectives.
  • Monitors and evaluates operations and activities of assigned program or functional area responsibilities; recommends improvements and modifications.
  • Plans, prioritizes, assigns, and reviews the work of assigned staff; facilitates staff training.
  • May represent the County in the absence of the ERP Manager to the public, outside agencies and organizations as well as County employees in a positive and productive manner; build and maintain positive working relationships and participate in outside community and professional groups and committees.

MINIMUM QUALIFICATIONS

EITHER PATTERN I
Education: Bachelor's degree from an accredited four-year college or university with major course work in Business Administration, Public Administration, Accounting, Finance, Human Resources, Computer Science, Information Technology, or a related field.

AND
Experience: Four years increasingly responsible work experience which required expertise in one or more functional areas served by an ERP system (i.e., financial/accounting or human resources/payroll), including at least one year experience interpreting and analyzing information system requirements within the assigned functional area.

OR
Experience: Four years of full journey level professional financial/accounting or human resources/payroll administration experience that included transacting and/or processing data in an ERP system application AND participating in the validation of an ERP application’s data and/or functionality.

OR PATTERN II
Experience: Two years of experience performing duties at a level equivalent to San Joaquin County's ERP Analyst II classification.

KNOWLEDGE

Principals of supervision and training; the organization and function of the ERP unit; ERP System modules in finance, and/or accounting, and/or budgeting, and/or human resources, and/or payroll, and/or property tax; Business Process Reengineering; ERP business solution implementation; problem diagnosis and troubleshooting techniques; relational database theory and design; security methods for managing ERP system access; principles and practices of training; principles and methods of automated records system management; and web-based business processes such as general ledger, billing, procurement, accounts payable/receivable, cash receipts, bank management, budget management, core human resources, position control, leave management, compensation, benefits administration, time tracking, payroll, financial reporting and/or regulatory reporting; principles and methods of communicating information through written and oral reports/presentations.

ABILITY

Plan, organize, direct, supervise, and monitor the day-to-day activities of ERP unit; evaluate the work of staff; develop, communicate and execute detailed project plans; define and document business requirements; configure ERP application or create custom software designs; create reports utilizing ERP application reporting tools; establish and maintain effective working relationships and maintain high levels of customer service; communicate effectively both orally and in writing; follow oral and written instructions; read, understand, interpret and apply ERP system manuals; work independently under limited supervision, exercise initiative within established procedural guidelines, and organize and prioritize work to meet established deadlines; log and track new releases of software, associated functional upgrades and software patches; coordinate implementation of new software releases, functional upgrades and software patches with information technology and end users; write clear and concise instructions and training plans; and use Microsoft Office software including Word, Excel, PowerPoint, and Access.
