DEFINITION

Under general supervision, performs a variety of professional level duties in the design, development, implementation, maintenance, and evaluation of the Countywide enterprise resource system in response to business needs of particular functional area(s); and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This is the first level of the Enterprise Resource Planning (ERP) Analyst series. Incumbents in this class are assigned to the ERP Unit within Office of the Auditor-Controller and report to designated management staff.  The work assigned to this level is more routine and less complex in nature. Employees in this class are required to have a substantial amount of expertise and technical knowledge to translate business needs through application. The ERP Analyst series differs from classifications in the Information Systems (IS) series’ such as IS Analyst and IS Specialist in that the IS classifications require technology-based expertise while the ERP Analyst series requires the functional business expertise as it relates to end user business systems.

TYPICAL DUTIES

  • Participates in defining and documenting County business requirements through discussions with executive and management staff and end users; creates, documents, and maintains County business processes and troubleshoots ERP system issues in collaboration with County technical support. 
  • Translates County business requirements into business solutions utilizing the ERP system; identifies opportunities for improvements and increased functionality. 
  • May serve as a liaison between department end-users, analysts, information technology staff, and vendors in analyzing, designing, configuring, testing, maintaining, and troubleshooting the ERP system in order to ensure optimal system performance, meet County business requirements, and automate business processes. 
  • Tracks functional upgrades in new releases of ERP software; educates end users on new functionality and implements new functionality upon request. 
  • Creates integration design requirements and specifications in coordination with end users and the technical staff in support of ERP and/or the IS Division; develops and coordinates acceptance criteria with end users. 
  • Creates custom report design requirements and specifications in coordination with end users and the technical staff in the ERP Support Organization; develops and coordinates acceptance criteria with end users. 
  • Collects data, research topics, and gathers information in the completion of studies; and makes recommendations based on studies regarding business solutions in the ERP system. 
  • Develops and manages task/project plans to implement business solutions; monitor and communicate progress of task/project. 
  • Assists with identifying and developing application level security; develop and administer security definitions and profiles. 
  • Enters, maintains and audits data in the ERP system. 
  • Assists and/or coordinates the development of test scenarios, scripts, and acceptance criteria for the testing of approved changes to the ERP system and/or implementation of a new or upgraded ERP system. 
  • Participates in the development of training curriculum and training sessions; provides input/feedback on the creation and implementation of policies and procedures, business rules, and user guides; responds to assigned end user requests for assistance and provides instruction where needed. 
  • Analyzes and interprets technical ERP system and functional information to translate/communicate it to end users in a manner that is easily understood. 
  • Prepares a variety of periodic and special custom reports; create end user custom reports utilizing vendor’s report writer tools. 
  • Recommends and assists in the implementation of goals and objectives for assigned functional area; establish schedules and methods for achieving assigned work objectives. 
  • Monitors and evaluates operations and activities of assigned program or functional area responsibilities; recommends improvements and modifications.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited four-year college or university with major course work in Business Administration, Public Administration, Accounting, Finance, Human Resources, Computer Science, Information Technology, or a related field.

AND EITHER 
Experience: Two years increasingly responsible work experience which required expertise in one or more functional areas served by an ERP system (i.e., financial/accounting or human resources/payroll), including at least one year experience interpreting and analyzing information system requirements within the assigned functional area. 

OR 
Experience: Two years of full journey level professional financial/accounting or human resources/payroll administration experience that included transacting and/or processing data in an ERP system application AND participating in the validation of an ERP application’s data and/or functionality. 

Substitution: Additional qualifying experience may substitute for education on a year-for-year basis.

KNOWLEDGE

ERP System modules in finance, and/or accounting, and/or budgeting, and/or human resources, and/or payroll, and/or property tax; Business Process Reengineering; ERP business solution implementation; problem diagnosis and troubleshooting techniques; relational database theory and design; security methods for managing ERP system access; principles and practices of training; principles and methods of automated records system management; and web-based business processes such as general ledger, billing, procurement, accounts payable/receivable, cash receipts, bank management, budget management, core human resources, position control, leave management, compensation, benefits administration, time tracking, payroll, financial reporting and/or regulatory reporting.

ABILITY

Develop, communicate and execute detailed project plans; define and document business requirements; configure ERP application or create custom software designs; create reports utilizing ERP application reporting tools; establish and maintain effective working relationships and maintain high levels of customer service; communicate effectively both orally and in writing; follow oral and written instructions; read, understand, interpret and apply ERP system manuals; work independently under limited supervision, exercise initiative within established procedural guidelines, and organize and prioritize work to meet established deadlines; log and track new releases of software, associated functional upgrades and software patches; coordinate implementation of new software releases, functional upgrades and software patches with information technology and end users; write clear and concise instructions and training plans; and use Microsoft Office software including Word, Excel, PowerPoint, and Access.
