Under direction, supervises the daily operations of the San Joaquin General Hospital Clinical Laboratory; directs the work of laboratory staff; implements and evaluates quality control and assurance procedures; ensures compliance with Federal and State regulatory regulations; supports test validation and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
This class assists in the supervision of clinical laboratory staff, resources and services. An incumbent is responsible for ensuring compliance, proficiency testing, monitoring quality control and assurance programs, and developing efficient procedural polices. Acts as liaison between the Laboratory and Information Systems staff. This position is distinguished from the Clinical Laboratory Scientist III in that the incumbent of the latter class is the working supervisor in the series. Direction is received from administrative leadership.
TYPICAL DUTIES
Assists in the operations of the San Joaquin General Hospital (SJGH) Clinical Laboratory; supervises, hires, trains, assigns and coordinates work, and evaluates subordinate professional, paraprofessional and clerical staff.
Assists with ensuring adherence to Federal and State regulations and standards; identifies and resolves technical and/or operational problems; recommends, develops, modifies, and implements quality control, quality assurance, and quality improvement procedures; prepares for and participates in inspections and audits; may assist with resolving issues on complex tests and procedures.
Trains and provides technical support to hospital laboratory staff and other Laboratory Information System users; acts as liaison between the Laboratory Information System and the Information Systems staff to facilitate systems development installation and analysis; may provide hardware and software systems support.
Participates in the preparation of the department budget; assists in the development and maintenance of charges for services; monitors expenses and ensures effective allocation of resources; provides input in contract negotiations with vendors and suppliers; may authorize expenditures; may recommend equipment and supply levels.
Directs and ensures maintenance and distribution of technical, statistical and financial batch reporting for the Laboratory to hospital staff, providers, external agencies, as necessary; maintains archived patient results.
Attends meetings and participates in committees as assigned. May act in the absence of the deputy director for the SJGH Clinical Laboratory.
MINIMUM QUALIFICATIONS
Education:Bachelor’s Degree from an accredited college or university in Medical Technology, or related science field.
EITHER PATTERN I
Experience: One year experience as a Clinical Laboratory Scientist III or equivalent classification in San Joaquin County.
OR PATTERN II
Experience: Four (4) years of clinical laboratory experience including one year of experience supervising in a licensed clinical laboratory, hospital, clinic or approved public health laboratory.
AND
Licenses/Certificates: Possession of a valid license as a Clinical Laboratory Scientist or certification as a Public Health Microbiologist issued by the State of California, Department of Public Health.
KNOWLEDGE
Principles, methods, materials, techniques and terminology of biochemistry, microbiology, immunology, hematology, immunohematology and clinical developments, current literature and sources of information in medical technology; quality management to include control and assurance methods and procedures; laboratory result reporting information systems; techniques of budgeting, personnel management and effective supervision; workforce planning and utilization; hospital and/or public health practices and procedures; universal infection control practices; state and federal regulations related to the operation of clinical or public health laboratories; statistical methodologies utilized in clinical laboratory quality control procedures; and basic client server technology.

Plan and organize the activities of laboratory services; supervise and participate in the performance of clinical and/or public health laboratory tests and procedures with skill and accuracy; knowledge of information systems; plan, manage and coordinate the daily and long-term laboratory workflows, coordinates with the information systems department; establish and maintain effective working relationships with physicians, hospital staff and/or public health staff, and others; make accurate observations and records of test results; interpret test data and draw logical conclusions; correlate test results and evaluate validity; issue oral and written directives of a technical nature; maintain quality and quantity of laboratory output; communicate effectively, orally and in writing; evaluate the work of others; prepare and present written and oral reports; interpret and implement technical information and state and regulatory standards; supervise and direct the work of technical and operations employees.
