Under general supervision, provides lead direction over a group of Medical Assistants and/or under direction of a licensed physician or other licensed medical professional assists with minor, minimally invasive outpatient surgical procedures; and does related or other work as required in accordance with California Business and Professions Code 2069-2071 and Rule 3, Section 3 of the Civil Service Rules.
CLASS CHARACTERISTICS
This is the specialist level of the Medical Assistant series. Positions must meet specific criteria for allocation to this class and are not multi-allocated with other levels in the series. An incumbent of this class may act as a lead worker training and coordinating work assignments of Medical Assistants and/or may be assigned to assist in specialized outpatient surgical procedures under direct instruction from a licensed physician or licensed medical professional. This class is distinguished from Medical Assistant because incumbents of the latter class perform basic administrative, clerical, and technical supportive services of a general nature, utilizing well-established and standardized procedures that do not require a high degree of independent judgment and specialized knowledge as expected of incumbents in this class.
TYPICAL DUTIES
Ensures that clinic operations and/or services are performed in accordance with established policies/procedures and comply with applicable state and federal regulations; provides input on the development or revision of clinic processes pertaining to patient services and/or technical support; works collaboratively with clinic staff on programs to improve patient outcomes; assists with organizing and participating in quality improvement activities to improve systems/services.
Provides lead direction over Medical Assistants and support staff; assists with the facilitation of training sessions; provides input to clinic leadership regarding performance and progress toward technical proficiency.
Assists medical doctors and mid-level providers in specialty clinics with tests, examinations, and surgical procedures as needed; assures availability of necessary patient charts and records; ensures surgical room is prepared with the appropriate medical supplies; sets up specialty trays; assists in patient examinations; maintains patient medical charts and transcribes orders; transmits medical information and orders; schedules clinic appointments and arranges for appointments in other clinics and medical facilities.
Takes, records, and monitors vital signs, including and not limited to blood pressure, temperature, pulse, respiration and weight, performs electrocardiograms; performs necessary injections/vaccines, skin punctures and/or blood draws if required by off-site clinic assignment; assists with preparing patients for surgical procedures; obtains consents forms; monitors patient status pre- and post-operation, reports any concerns to the surgical team; may administer cardiopulmonary resuscitation as needed.
Coordinates with other practitioners, including social workers, other staff in mental and public health clinics, and nutritionists, in providing services to clinic patients; maintains contact with collateral clinics, agencies and medical staff; may participate and assist with departmental initiatives to promote a heathy work environment.
May assist with preparation, organization, and management of special projects as needed.
MINIMUM QUALIFICATIONS
The following qualifications are required subject to compliance with Title 16 of the California Code of Regulations section 1366.3.
Education: Completion of an approved Medical Assistant training program.
Experience: Three years of full-time experience as a Medical Assistant.
Special Requirement: Depending upon the nature of assignment, some positions may require one or more of the following: 1) Basic Life Support Certification for Healthcare Providers, 2) California Vaccines for Children by California Department of Public Health, and/or 3) Limited Phlebotomy Technician certificate issued by the California Department of Public Health.
License: Possession of a valid California driver's license, depending upon the nature of the assignment.
KNOWLEDGE
Medical (clinic) procedures and practices; policies and procedures related to patient services; basic physiology, anatomy and psychology; basic patient registration, records and charting procedures; unlicensed assistive practices; medical terminology; medical supplies; basic computer and modern office automation technology and computer software programs relevant to department operations; basic public relations.

Set up and maintain clerical functions of a medical clinic; take patient vital signs; learn and perform unlicensed assistive duties for licensed providers; communicate effectively both orally and in writing; operate computers, office equipment and related software; organize and prioritize work to meet critical departmental deadlines; maintain effective working relationships with a wide variety of professional staff, coworkers, patients and the general public.
