Under direction, plans, schedules, organizes, coordinates and supervises the work of professional nursing and support staff; administers an assigned public health program; and performs related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.


This is the second supervisory level in the Public Health Nursing series. Incumbents exercise expert level public health nursing skills in either the supervision of a large unit of Public Health Nurses or other professional staff or in the supervision of a large unit of professional, paraprofessional or clerical staff with full responsibility for program administration for one or more public health programs. Incumbents have substantial responsibility for organizing work activities, coordinating functions, providing work direction and supervision, and monitoring the progress and needs of an assigned public health program including preparing budgets and work plans, preparing and administering grants and ensuring program policies and practices conform to legislative, regulatory and funding requirement including mandatory reporting. Incumbents do not typically provide public health nursing services but may cover for vacancies and absences.


  • Plans, organizes and supervises the work of staff in an assigned programs; selects, assigns, trains, and evaluates assigned staff; provides guidance and direction on complex nursing issues.
  • Works with community groups to develop health services and educational programs; coordinates program services; reviews new and pending legislation and regulations to assess impact to program and recommend changes.
  • Conducts orientations and in-service training for program providers, new program staff, and other public health program staff.
  • Assists with the preparation and revision of public health program plans and/or budgets; may recommend revisions to interagency agreements as necessary; may prepare and administer grants and funding requests; collects data and maintains records, insuring confidentiality of medical information; develops information and prepares reports.
  • Insures proper patient follow-up and counseling for clients referred for further diagnosis and treatment; may plan and conduct Public Health clinics.
  • Directs public health nursing education and health counseling services in connection with the control and prevention of disease and adverse health conditions in community health programs through home visits, schools, clinics, conferences, and family health counseling.
  • Provides health related information to clients, family members, providers, social worker/case managers and other, researches health issues; serves as a special resource on health problems and issues related to an assigned program.
  • Attends meeting and conferences to maintain current information on public health programs and issues.


License: Possession of a valid license to practice as a Registered Nurse in the State of California; possession of a valid California driver’s license, if required by the nature of the assignment.

Certificate: Possession of a California State Public Health Nursing Certificate.

Experience: Four years of increasingly responsible, post-bachelor’s degree nursing experience, including three years of community-based nursing in a community health, public school, county public health, or comparable setting that includes work in areas such as communicable disease response/prevention, health education, public health emergency planning, or community-based nursing case management.


Principles and practices of supervision and training; principles methods, trends, practices and procedures of public health nursing; preventive medicine and medical implications of exposure to toxics; causes, treatment, prevention, and early detection of communicable diseases, chronic diseases, and handicapping conditions; child growth and development and procedures involved in promoting family health; community aspects including community resources and teaching of preventive medicine techniques; the principles of practices of community health, including community resources; maternal, child and adolescent health including complications of pregnancy, congenital and infant abnormalities, genetics, and causes and prevention of child abuse; principles, methods and procedures used in caring for the aged; sociological, psychological, and physical problems affecting the population served; budget development and expenditure control.


Plan, organize, and assist with the administration of an assigned public health program; provide supervision and work coordination for other staff; develop a program budget and control expenditures; perform professional public health nursing services; plan and conduct clinical services; serve as a resource person for nursing problems and issues; provide instruction in disease prevention and promote proper nursing care services; collect data and prepare reports; effectively represent the Health Agency and nursing services with the public, community organization, and other government agencies; establish and maintain cooperative working relationships.
