DEFINITION

Under immediate supervision, performs technical administrative, analytical and support work for Emergency Medical Services (EMS) programs and/or operations; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This is the entry level in the Emergency Medical Services Analyst series. An incumbent in this class is responsible for the administration and enforcement of various Emergency Medical Services systems and/or programs; pre-hospital certification, accreditation, training, and continued education of emergency medical services providers; and assists with other agency programs and/or activities as directed. Incumbents receive specific assignments; however, after knowledge and experience are gained, supervision and assignments may become more broad and complex.

TYPICAL DUTIES

  • Learns to analyze EMS systems information, data and reports to determine compliance with local and state regulations and ordinances; ensures compliance with county ordinances, contracts and other relevant policies related to emergency medical services, ambulance services, and pre-hospital care systems. 
  • Researches and analyzes applicable laws, policies and other regulatory requirements and/or changes; participates in the development and implementation of policies and procedures for treatment guidelines, ambulance services, and other pre-hospital care provider organizations. 
  • Maintains EMS policy and procedure manual. Assists with research, preparation and update of the County emergency medical services plans; assists in the implementation and monitoring of emergency medical service quality assurance and improvement programs; makes recommendations for improvement of services. 
  • Monitors and approves training programs and continued education programs for emergency medical services; conducts accreditation, certification and authorization testing for pre-hospital personnel; develops and administers written and skills tests; reviews performance of instructors; makes recommendations regarding improvement of curriculum and training process; recruits instructors. 
  • Learns to process applications for emergency and non-emergency ambulance service permits; ensures accuracy of information and makes recommendations for approval and renewal of permit applications. 
  • Gathers, analyzes, and prepares a variety of statistical and analytical data for evaluation of the EMS system; prepares statistical and other reports and general correspondence; maintains data and records. 
  • Provides assistance and resources to EMS system participants during disasters and multi-casualty incidents; acts as liaison with providers and agencies as assigned. 
  • Assists the Emergency Medical Services Administrator and other staff with drafting of contracts, writing grant proposals, implementing and monitoring of grant projects, and other program projects, as assigned. 
  • Attends meetings and provides staff assistance to advisory committees; may disseminate information to the public; may speak before groups.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited four-year college or university with major in emergency management, public administration, business administration, health care administration, or a closely related field.

Substitution: Additional direct administrative experience in emergency medical services systems and programs may substitute for the education on a year for year basis to a maximum of two years. 

License: Possession of a valid California driver's license.

KNOWLEDGE

Basic concepts of planning, development, organization, and management of emergency medical services systems/programs; current emergency medical treatment methods, standards, equipment, and supplies; educational theories and principles; principles and practices of training and test administration; applicable laws, rules and regulations governing emergency medical services and ambulance services; methods of research and statistical gathering and analysis and presentation; basic computer operations, including pertinent software.

ABILITY

Develop and monitor emergency medical services training programs/examinations; assess and analyze emergency medical services; interpret complex laws and regulations; utilize computers and office automation equipment; prepare narrative and statistical reports and correspondence; communicate effectively, orally and in writing; establish and maintain effective working relationships with a variety of agencies, organizations, and individuals, perform public speaking.

Mobility – frequent computer operation; repetitive motion; sitting for long periods; occasional standing, walking, pushing, pulling, climbing stairs, crawling, bending,  squatting, driving; Lifting – frequent 5 pounds or less; occasionally 5 to 30 pounds; Visual – constant good overall vision and reading/close-up work; read computer screens; frequent color perception and  hand/eye coordination; occasional depth perception and peripheral vision; Dexterity – occasional holding, reaching, and grasping; frequent repetitive motion and writing;  Hearing/Talking – frequent hearing normal speech; hearing/talking on the telephone/radio, hearing faint sounds, talking in person;  Emotional/Psychological – occasional exposure to emergency situations, trauma, grief or death; exposure to hazardous materials, working alone, and travel, working from heights; frequent decision making, concentration, and public contact/speaking; occasional travel; Special Requirements – may occasionally require working weekends/nights/overtime; Environmental – working in cold, heat, rain; poor ventilation; occasional noise.
