DEFINITION

Under general direction, supervises the staff and activities in the Assessor’s mapping division, including the work of Assessor’s Mapping Technicians and office support staff engaged in the preparation and maintenance of maps and cartographic property records for tax assessment purposes; directs and oversees mapping-related projects in support of departmental functions and services; performs the most difficult and specialized work associated with map maintenance and development; and does related or other work as required in accordance with Rule 3, Section 3, of the Civil Service Rules.

CLASS CHARACTERISTICS

This single-position class is the highest-level class in the Assessor’s Mapping Technician series. This class differs from the next lower class of Assessor’s Senior Mapping Technician in that the latter acts as a technical specialist and lead worker by performing special project work and assisting the Assessor’s Chief Mapping Technician with prioritizing, coordinating, and monitoring the work of subordinate staff.

TYPICAL DUTIES

  • Supervises the Assessor’s mapping division, including the development, maintenance, and conversion of maps and mapping records using Geographic Information System (GIS) software, AutoCAD (computer-aided drafting) software, and/or manual drafting tools; ensures the integrity, quality, accuracy, and timely completion of division work products; personally performs the most difficult mapping assignments.
  • Supervises division staff including Assessor’s Mapping Technicians and clerical support staff; schedules, assigns, and directs staff work; participates in the selection of new employees and develops/provides orientation and training; monitors employee performance and conducts performance evaluations; initiates employee correction and discipline as required.
  • Develops, recommends and implements policies and procedures to achieve division goals, objectives, and work standards; assists information systems staff in developing and enhancing available mapping technologies; identifies and recommends opportunities for improving process efficiency and effectiveness, and for the mapping division to support other department activities designing and enhancing maps and related work products to meet on-going and ad-hoc business needs. 
  • Responds to inquiries from attorneys, title companies and others regarding the availability of Assessor’s parcel maps and related documents; supervises and directs the delivery of mapping products in response to internal and external requests as authorized. 
  • Conducts the most difficult and complex research on source documents such as recorded subdivision maps, parcel maps, legal descriptions, and other records to verify the accuracy and completeness of data prior to being uploaded into the main assessment database; uses queries to search for and correct data as required; corresponds with taxpayers, attorneys, title companies and other customers to resolve various map-related issues.
  • Researches and identifies new sources of data that can be incorporated into established maps or new map layers; works with information technology staff as needed to convert data into compatible formats and upload it into Assessor’s databases.
  • Assists the public at the counter, on the telephone, or through correspondence, with inquiries related to parcels, ownership, and other mapping-related inquiries.  
  • Participates as needed in the routine technical work of preparing, maintaining and updating Assessor’s parcel maps using GIS software, AutoCAD software, and/or manual drafting equipment.

MINIMUM QUALIFICATIONS

EITHER PATTERN I
Experience:  One year as a Senior Assessor’s Mapping Technician in San Joaquin County service.

OR PATTERN II
Experience:  Three years as an Assessor’s Mapping Technician II in San Joaquin County service.

OR PATTERN III
Education:  Completion of 12 semester (or equivalent) units from an accredited college or university in drafting technology, civil engineering, cartography, geology, computer science, public administration, business administration, or a related field. 

Experience:  Five years of progressively responsible experience preparing, maintaining and updating parcel maps in a county assessor’s office that included the use of GIS or AutoCAD software.

OR PATTERN IV
Education:  Completion of 60 semester (or equivalent) units from an accredited college or university with major coursework in drafting technology, engineering, cartography, geology, computer science, public administration, business administration, or a related field.

Experience:  Four years of progressively responsible experience preparing, maintaining and updating parcel maps in a county assessor’s office that included the use of GIS or AutoCAD software.

Special Requirement:  Demonstrated knowledge and proficiency in the use of GIS and/or AutoCAD software may be required as a condition of employment.

KNOWLEDGE

Principles and practices of public administration, including human resources management and employee supervision/training; advanced principles and practices of computerized and manual map design using GIS software, AutoCAD software, and/or manual drafting equipment and practices; advanced methods of researching, gathering, organizing and reporting data using manual and computerized tools; State Board of Equalization mapping standards as well as state and local laws, rules and regulations as they apply to Assessor’s mapping; basic laws governing the assessment of property and the preparation of assessment rolls; terminology and nomenclature relevant to Assessor’s parcel mapping; the interpretation of deeds and other documents used to identify boundaries, ownership, and other property characteristics.

PHYSICAL/MENTAL REQUIREMENTS

Mobility—frequent operation of a data entry device and other office machinery, repetitive motion, sitting for long periods; occasional walking, standing, pushing, pulling, bending, squatting; Lifting/Carrying—occasionally 10 pounds or less; Visual—constant use of good overall vision, reading/close-up work, color perception, depth perception, and use of eye/hand coordination; occasional use of peripheral vision; Hearing/Talking—frequent hearing of normal speech, hearing/talking on the telephone, talking in person; Emotional/Psychological—frequent decision making, concentration, public contact.
