DEFINITION

Under general supervision, has charge of a maintenance crew engaged in specialized road maintenance projects or a solid waste crew engaged in solid waste disposal; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

An incumbent of this class supervises crews engaged in complex road maintenance projects which require continuous supervision and coordination with contractors and material suppliers or supervises and participates in the operation of the solid waste facilities for the disposal of refuse.

TYPICAL DUTIES

  • Supervises and participates in several specialized road maintenance projects including applying gravel chip sealing or asphalt concrete overlay to roads; removing or adding material on road shoulders, and leaf removal and sweeping; coordinates personnel and equipment in sequential operations of laying materials, blading, and rolling materials into smooth finish; reviews work.
  • Supervises and participates in moving refuse or earth cover; maintains parking areas, entrance and haul roads; coordinates landfill operations in accordance with established policy and regulations.
  • Determines crew, equipment and quantities of materials needed for projects; orders materials from suppliers; checks quantity of supplies delivered.
  • Coordinates work and scheduling of projects with private contractors working at same job sites.
  • Maintains good public relations between County work forces and private citizens; resolves citizens' complaints; advises citizens of work schedules.
  • Instructs personnel in proper operation of equipment; ensures safe working practices or conditions.
  • Confers with other supervisory and management staff regarding job requirements, material needs, equipment needs and construction problems.
  • Prepares daily operation and material usage reports; prepares cost estimates of projects and keeps written records as required.

MINIMUM QUALIFICATIONS

EITHER I 
Experience: Three years as an Equipment Operator II in San Joaquin County.

OR II 
Experience: Three years experience in the skilled operation of road construction and maintenance equipment including motor patrol graders and heavy-duty trucks. 

License: Possession of a valid California Class I driver’s permit at time of application. 

Note: If offered employment, applicant must obtain a California Class I driver’s license prior to completion of the probationary period. 

Waiver: This license requirement will be waived for positions assigned to solid waste disposal sites.

KNOWLEDGE

Principles and practices of supervision; operation and routine maintenance or road construction equipment including motor patrol graders, rollers, and multi-axle trucks; safety practices in equipment operation and road maintenance work; road construction materials and maintenance methods.

ABILITY

Operate and service road construction and maintenance equipment; schedule and coordinate personnel, equipment and materials needed for road maintenance projects; prepare cost estimates of projects; prepare reports; establish and maintain effective work relationships with others.
