DEFINITION

Under general direction, supervises the work of a tree maintenance crew and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

An employee in this class is responsible for training, supervising and participating in the work of a Public Works crew which trims or removes trees within the County. Independence and initiative are exercised in determining the extent and methodology of work.

TYPICAL DUTIES

  • Trains, assigns and supervises the work of a crew engaged in cutting, removing and pulverizing dead, diseased and unsafe tree limbs and palm fronds; removing and sectioning large branches, entire trees, stumps and roots; disposing of waste material; installing supports; making minor repairs to trees; and treating diseased trees.
  • Supervises and participates in operation and routine maintenance of tree trimming equipment including trucks, chippers, chainsaws, knuckle booms and loppers.
  • Rides in and operates aerial platform; climbs trees by use of ropes and spurs; cuts and lowers branches.
  • Inspects trees along County rights-of-way on a systematic geographical basis; determines work to be done and methods to be used.
  • Contacts citizens when performing work which affects them or their property to obtain permission to enter their property or notify them of work being done.
  • Exercises safety precautions to insure protection of persons, property and crew members including using ropes and equipment to insure limbs and trees fall properly, erecting barricades to restrain the public, and assigning flag placement to direct traffic.

MINIMUM QUALIFICATIONS

Experience: Two years of full-time, journey-level tree trimming work with a commercial or governmental tree maintenance organization, which included climbing and working in large trees, and using aerial platforms, chippers, chain saws, and climbing ropes.

Licenses:  Possession of a valid California Class C Driver License.

Special Requirement:  Incumbents must obtain a California Class B Commercial Driver License with airbrake endorsement within twelve (12) months of appointment. Continued employment is contingent upon maintaining the Class B license with endorsement.

KNOWLEDGE

Names and characteristics of trees found in San Joaquin County; tools, materials and equipment used in large scale tree trimming operations; safety practices of supervision; public relations principles; basic tree diseases and treatment practices; practices used in trimming, lowering, shaping, supporting, thinning and removing branches, trees and stumps.

ABILITY

Climb large trees using ropes and spurs; follow oral and written directions; train and supervise members of a tree crew; operate and maintain chain saws and other tree trimming equipment; perform heavy manual labor; work at considerable heights; work effectively with other employees and the general public.

PHYSICAL/MENTAL REQUIREMENTS

Mobility – Occasional sitting for long periods, driving, operating heavy equipment, running, climbing stairs, crawling; Frequent standing for long periods, walking pushing, pulling bending, squatting; Lifting – Constant lifting of 5 to 30 lbs.; Frequent 30 to 70 lbs.; Occasional 70 lbs. or more, lifting/turning heavy objects; Vision – Constant eye/hand coordination; frequent color perception, depth perception, peripheral perception; Occasional reading/close up-work; Dexterity – Frequent holding, reaching, grasping; Occasional writing and repetitive motion; Hearing/Talking – Frequent talking in person; Emotional/Psychological – Frequent public contact and decision making; Concentration – Frequent concentration required; Environmental Conditions – Frequent noises, dirt, dust, smoke, fumes, poor ventilation, cold, heat, rain; Special Conditions – May require overtime, weekend or evening work.
