Under administrative direction, assists the Chief Deputy Director-Public Health Services (PHS) and/or Public Health Officer in directing and administering the Public Health Services Division of the Health Care Services Agency; directs and manages a major section and/or an assigned group of PHS programs with particular focus on clinical operations; and does related or other work as required.
CLASS CHARACTERISTICS
Senior Deputy Director-Public Health Services Nursing is a single-position, at-will class that is exempt from the San Joaquin County Civil Service system. The incumbent reports to and strategizes with the Chief Deputy Director-Public Health Services and works in consult with the Public Health Officer utilizing their administrative and clinical background to provide senior management level leadership, direction, and policy control regarding all clinical aspects of PHS. This class is distinguished from Senior Deputy Director-PHS in that the latter does not require clinical licensure or engage in work, or provide leadership directly related to, the execution of clinical services. Both classifications may perform senior management level administrative work of all types. The incumbent is expected to model a strong work ethic and leadership skills, including accountability for oneself and others. The incumbent interfaces extensively with external agencies and may represent the Chief Deputy Director-Public Health Services in his/her absence. This position serves as the Director of Public Health Nursing in accordance with the State of California Code of Regulations, Title 17, Section 1253.
TYPICAL DUTIES
Assists the Chief Deputy Director-PHS with the administration of PHS programs; plans, organizes and directs assigned activities, functions; directs services and clinical functions to include program planning and evaluation, disease control, emergency preparedness, family health, and health education; through subordinate managers and supervisors, directs and manages the work activities of a multi-disciplinary staff; monitors staff work activities and responsibilities.
Ensures compliance with all applicable laws and regulations and the policies established by the Chief Deputy Director-Public Health Services, Director of Health Care Services, County Administrator, and Board of Supervisors.
Provides clinical and administrative direction to lower level managerial and other clinical and administrative staff responsible for PHS program and functional areas; provides direction for the most complex clinical issues within all units of PHS.
Develops and recommends operational objectives; directs operations to maximize efficiency, improve service levels, reduce administrative and service provision costs, and ensure effective utilization of available resources; exercises good judgment and makes sound business decisions in managing activities; provides strategic leadership through communication, demonstration, and accomplishment of the organizational mission, vision, and values.
Assists the Chief Deputy Director-PHS with the development and implementation of quality control and quality improvement programs and initiatives; analyzes and monitors performance indicators and ensures that assigned operations meet established standards; recommends process improvements to ensure operational effectiveness and superior customer service.
Directs the activities personnel matters, including employee selection, assignment, and evaluations; directs and reviews employee discipline as required; directs and oversees staff development training.
Assists the Chief Deputy Director-PHS with the establishment of departmental policies and procedures; analyzes and interprets existing and proposed federal, state, and local legislation, policies, procedures and other directives to determine impact on assigned operations.
Leads or assists with the preparation, presentation, and administration of departmental budgets; analyzes fiscal information and recommends cost-efficiency options and appropriate levels of service.
Designs grant projects, writes grant proposals, and implements and monitors grant projects.
Assists with the effective development and utilization of technology to improve departmental systems and processes.
Analyzes and summarizes complex narrative information and statistical data; prepares or supervises the preparation of reports and correspondence for County management as well as federal, state, or other external agencies; prepares Board of Supervisors’ reports and related documents; makes presentations to groups and individuals, including boards and commissions.
Develops and maintains cooperative and collaborative working relationships with federal, state and county officials, other counties, community groups, and the public; meets and confers with various agents to negotiate effective solutions to difficult problems; coordinates the provision of departmental services as assigned.
Attends meetings and conferences, including meetings of the Board of Supervisors; provides recommendations on matters germane to areas of assignment; participates on committees and task forces pertaining to issues germane to the department; may represent Public Health Services and/or Health Care Services with outside agencies and the general public; may meet and confer with various agents to negotiate effective solutions to difficult problems.
Personally conducts or directs special projects and other related work as required; represents the Chief Deputy Director-Public Health Services in his/her absence as assigned.
MINIMUM QUALIFICATIONS
DESIRED QUALIFICATIONS
Experience: Two years managing a public health nursing program or service.
License: Valid California driver’s license.
REQUIRED QUALIFICATIONS
The following qualifications are required subject to compliance with California Code of Regulations Title 17, Section 1301.
Experience: Three years of progressively responsible public health nursing.
Education: Graduation from a program accredited by the National League for Nursing from an accredited college or university with a bachelor’s in public health nursing or master’s degree with preparation in Nursing Administration, Supervision or Consultation.
Certificate: Valid Public Health Nurse certificate issued by the State of California.
