DEFINITION

Under administrative direction, assists the Public Health Officer in providing medical consult for various Public Health Services programs and services; may serve as the California Children's Services Medical Director as assigned; acts in the absence of the Public Health Officer as assigned; and does related or other work as required.

CLASS CHARACTERISTICS

The Assistant Health Officer is an at-will class that is exempt from the San Joaquin County Civil Service system. Incumbents in this class are responsible for providing medical and public health advisement to assigned public health programs as directed by the Public Health Officer, Chief Deputy Director - Public Health Services and/or other executive leadership as appropriate. Duties may include administration of Public Health Services medical policies and practices. Incumbents assist the Public Health Officer in ensuring that Public Health Services medical activities comply with state, federal, and local requirements, regulations, and policies. Incumbents will model a strong work ethic and leadership skills, including accountability for oneself and others. As assigned, an Assistant Health Officer may act in the absence of the Public Health Officer, and/or serve as the California Children's Services Medical Director.

  • Assists the Public Health Officer in providing consultation on public health program planning, directing, managing, and administering activities; assists with the enforcement of federal, state and local public health laws.
  • Assesses local community health indicators including communicable diseases, sexually transmitted diseases (STD)/human immunodeficiency virus (HIV), tuberculosis (TB) control, bioterrorism agents, and maternal, child and adolescent health and chronic diseases, and other issues of public health significance; works with local health providers and community groups to plan, implement and evaluate strategies to improve community health. May serve as the TB Controller and/or HIV/STD Controller for the county.
  • May provide  consultation and guidance to public health activities , including development and implementation of protocols and policies.
  • Provides medical and public health practice oversight for activities in communicable disease control and oversight of outbreak investigations; develops and recommends policies and protocols for control and prevention of communicable diseases, which may include tuberculosis, sexually transmitted diseases and/or HIV control.
  • Provides medical consultation and advisement for community physicians regarding public health matters which may include areas of general communicable disease, sexually transmitted diseases, tuberculosis control, bioterrorism agents, maternal, child, and adolescent health and chronic diseases, among others.
  • Assists in planning, organizing and coordinating disaster preparedness responses; participates in and responds to after-hours calls for infectious disease outbreaks, urgent communicable disease situations, bioterrorism response, disasters, and other public health emergencies.
  • Analyzes data and prepares reports and correspondence.
  • Represents and promotes the activities of Public Health Services through participation on coalitions and committees at both the local and state levels; makes presentations; responds to media inquires and writes material for public release.
  • May serve in the absence of the Public Health Officer.
(California Children's Services Medical Director)
  • Plans, directs, and manages children's medical services programs and activities; assists with the enforcement of federal, state, and local public health laws; provides medical consultation and programmatic direction to medical professionals performing case management in Children's Medical Services Program, Maternal Child and Adolescent Health Program, and related programs/services.
  • Ensures compliance with medical eligibility and medical benefits in accordance with California Children's Services rules and regulations; assesses due process and appeals for medical eligibility; attends fair hearings, responds to appeals and fair hearing requests.
  • Participates and local, regional, and state California Children's Services meetings; acts as physician liaison between California Children's Services and Special Care Centers.

MINIMUM QUALIFICATIONS

REQUIRED QUALIFICATIONS

Education: Graduate of a medical college of good standing and repute.

License: 1) Possession of an unrestricted physician and surgeon license to practice medicine in the state of California issued by the Medical Board of California, at the time of appointment; AND 2) possession of or ability to maintain a current California driver’s license prior to appointment.

DESIRABLE QUALIFICATIONS

Experience: Three years practicing medicine as a licensed physician in fields related to public health practice.

Education: Graduation from an accredited college or university with a master’s degree in public health, advanced clinical practice, health care administration, business administration, or public administration. 

KNOWLEDGE

Organization, programs and services of local public health agencies; principles, practices and trends in the field of public health; laws, regulations and ordinances applicable to the field of public health; medical and clinical protocols and procedures; principles and practices of administrative planning, organization, and directing, including effective organization, fiscal management, staff training, and supervision; principles and practices of research, statistical analysis, recordkeeping, and report preparation; basic computer and modern office automation technology, and software programs relevant to assigned operations; principles of public relations and customer service.

ABILITY

Assist with planning, organizing, and directing the staff and activities of a large, complex agency in an effective and cost-efficient manner while ensuring excellent public service; develop medical procedures and protocols; provide appropriate and effective leadership and management of diverse staff teams, including subordinate managers and supervisors; supervise, assign, train and evaluate staff; work collaboratively with staff, clients, and other stakeholders to achieve successful outcomes; exercise good judgment and make sound managerial decisions; understand, interpret, and apply legal codes, regulations, and rules pertaining to public health programs; exercise analytical and critical thinking to evaluate complex problems and recommend appropriate solutions; analyze and implement program mandates and work within federal, state, or other types of regulatory systems; gather, analyze and organize data; formulate and present short- and long-range plans; communicate effectively, both orally and in writing; prepare thorough and well-reasoned reports and documentation; give oral and written directives; speak before groups; operate standard computer hardware and software, and recommend the development and utilization of effective automated systems; establish and maintain effective working relationships with a wide variety of individuals, agencies and officials, including other County departments, public advocacy groups, regulatory agents, and the general public.

Mobility – sitting for long periods, walking; occasional standing, pushing, pulling, bending; operate a data entry device; Lifting – frequently 5 pounds or less; occasionally 5 to 30 pounds; Visual – constant good overall vision and reading/close-up work; frequent color perception and use of eye/hand coordination; occasional use of depth perception and peripheral vision; Hearing/Talking – frequent hearing of normal speech, hearing/talking on the telephone, talking in person; Dexterity – normal dexterity with frequent writing and repetitive motion; Emotional/Psychological – constant concentration and public contact; occasional exposure to hazardous materials, frequent exposure emergency situations, including trauma, grief and death, decision making; Special Requirements – may require working nights and weekends; Environmental – occasional exposure to noise, cold/heat, and hazardous materials, dirt, dust, smoke, fumes and poor ventilation; occasional exposure to varied weather conditions.
