Under administrative direction, assists the Chief Deputy Director-Public Health Services (PHS) and/or Public Health Officer in directing and administering the Public Health Services Division of the Health Care Services Agency; directs and manages a major section and/or an assigned group of PHS programs; and does related or other work as required.
CLASS CHARACTERISTICS
Senior Deputy Director-Public Health Services is a single-position, at-will class that is exempt from the San Joaquin County Civil Service system. The incumbent reports to Chief Deputy Director-Public Health Services and performs a broad spectrum of senior-level managerial duties within Public Health Services and is responsible for leading, administering, and directing assigned budgets, functions, and activities and ensuring their compliance with all applicable laws and regulations, as well as the policies established by the Chief Deputy Director-Public Health Services, the Director of Health Care Services, the County Administrator, and the Board of Supervisors. The incumbent is expected to model a strong work ethic and leadership skills, including accountability for themselves and others. The incumbent interfaces extensively with external agencies and may represent the Chief Deputy Director-Public Health Services in his/her absence.

Assists the Chief Deputy Director-Public Health Services with the administration of PHS programs; plans, organizes and directs the activities, functions, and budgets of one or more major sections and/or programs of the San Joaquin County Public Health Services Division of Health Care Services; develops and recommends operational objectives; directs operations to maximize efficiency, improve service levels, reduce administrative and service provision costs, and ensure effective utilization of available resources; exercises good judgment and makes sound business decisions in managing activities; provides strategic leadership through communication, demonstration, and accomplishment of the organizational mission, vision, and values.
Assists the Chief Deputy Director-Public Health Services with strategic planning and the development and provision of population health, such as: health promotion, quality improvement initiatives, Community Health Assessment, Community Health Improvement Plan, and Public Health Accreditation.
Through subordinate managers and supervisors, directs and manages the work activities of a multi-disciplinary staff; monitors staff work activities and responsibilities; directs and administers personnel matters, including employee selection, assignment, and evaluation; directs and reviews employee discipline as required; directs and oversees staff development training.
Assists the Chief Deputy Director-Public Health Services with the development, implementation, and establishment of departmental policies and procedures; administers programs in compliance with legal regulations and requirements; analyzes and interprets existing and proposed federal, state, and local legislation, policies, procedures and other directives to determine impact on assigned operations; implements appropriate intradepartmental compliance procedures.
Leads or assists with the preparation, presentation, and administration of departmental budgets; analyzes fiscal information and recommends cost efficiency options and appropriate levels of service.
Designs grant projects, writes grant proposals, and implements and monitors grant projects.
Assists with the effective development and utilization of technology to improve departmental systems and processes.
Analyzes and summarizes complex narrative information and statistical data; prepares or supervises the preparation of reports and correspondence for County management as well as federal, state, or other external agencies; prepares Board of Supervisors’ reports and related documents; makes presentations to groups and individuals, including boards and commissions.
Develops and maintains cooperative and collaborative working relationships with federal, state and county officials, other counties, community groups, and the public; meets and confers with various agents to negotiate effective solutions to difficult problems; coordinates the provision of departmental services as assigned.
Attends meetings and conferences; including meetings of the Board of Supervisors; participates on committees and task forces pertaining to issues germane to the department; may represent Public Health Services and/or Health Care Services with outside agencies and the general public; may meet and confer with various agents to negotiate effective solutions to difficult problems; represents the Chief Deputy Director-Public Health Services in his/her absence as assigned.
MINIMUM QUALIFICATIONS
DESIRABLE QUALIFICATIONS
Education: Graduation from an accredited college or university with a master’s degree in public health, health administration, business administration, public administration, nursing, or a related field.
Experience: Five years of experience managing a public health program or service.
License: Possession of a valid California driver’s license.
