DEFINITION

Under administrative direction of the Hospital Chief Executive Officer (CEO) this position serves as the highest level executive manager over nursing related patient care divisions within San Joaquin General Hospital (SJGH). The Hospital Chief Nursing Officer (CNO) manages, directs, plans, and coordinates the functions and activities for all nursing services at the hospital. The CNO assists the CEO and other administrators in the development, formulation, and implementation of hospital strategic plans and serves as part of the hospital’s executive management team. The CNO may act in the absence of the CEO and does other work as required.

CLASS CHARACTERISTICS

The Chief Nursing Officer is exempt from Civil Service and is an at-will employee. The CNO reports directly to the Hospital CEO. The CNO has broad responsibility and accountability through subordinate personnel for administering all nursing related functions and operations. The CNO has the authority responsibility and accountability for establishing the nursing standards of patient care, nursing practice, nursing policies and procedures, nurse staffing plans and standards to measure, asses, and improve patient outcomes.

TYPICAL DUTIES

  • Plans, organizes and directs the activities of the Nursing Department, including Nursing Education, Respiratory Services, Case Management, and other assigned areas to ensure optimum patient care at all times. 
  • Directs the personnel management activities of assigned areas; provides guidance to subordinate managers in the selection, hiring, training and development of staff; provides oversight related to performance appraisal, documentation, recognition, and disciplinary action. 
  • Directs nursing education programs for the Nursing Department; identifies needs and coordinates the development of training programs for nursing personnel through the Hospital Education Services unit. 
  • Coordinates and directs the development and implementation of hospital-wide plans for providing nursing care, programs, policies and procedures addressing how nursing care is delivered, and effective on-going program to improve qualify of nursing care, treatment, and services. 
  • Coordinates with hospital administrative staff and hospital department heads regarding issues, policies and procedures that impact the patient safety and qualify of care. 
  • Plans, implements and controls the Nursing Department budget so as to maintain expenditures within projected levels; administers resources and personnel within the Nursing Department in an efficient and cost-effective manner. 
  • Attends administrative and medical staff meetings as assigned; serves on committees, provides liaison between San Joaquin General Hospital’s Nursing Department and other agencies on matters related to nursing. 
  • Prepares complex reports, memorandum, and other written material; prepares and presents statistical, informational and other kinds of periodic reports including productivity levels. 
  • Initiates and direct studies to determine the adequacy of existing practices; summarizes findings and implements appropriate actions. 
  • Directs programs to ensure compliance with the Joint Commission, Federal and State of California regulations and professional organization standards, and that quality control programs are maintained as appropriate.

MINIMUM QUALIFICATIONS

DESIRABLEQUALIFICATIONS: 

Education: Possession of a Master’s Degree from an accredited college or university with a major in Nursing, Business Administration, Health Care Administration, or closely related field. 

Experience: Five years of increasingly responsible clinical or administrative nursing experience in an acute care hospital of 100 or more beds, three years of which must have been in a management capacity. 

Substitution: Possession of a Bachelor’s Degree in Nursing and two additional years’ experience in a management role in nursing administration may be substituted for the Master’s Degree. 

License and Certificates: Current registration as a nurse in the State of California; Membership in American Organization of Nurse Executives and/or Association of California Nurse Leaders.

KNOWLEDGE

Modern principles and practices of nursing administration; principal and practices of administration, management; budgeting, and supervision; patient care standards mandated by regulatory agencies; acute care hospital policies, procedures, and issues; employee relations issues; laws and regulations governing hospital operations, nursing practices, administering and accounting for medication, consents for treatment and related matters, such as Title 22 of the General Acute Care Hospital Regulations and the Joint Commission, and the Nurse Practice Act; public relations principles; standard computer based business applications.

ABILITY

Plan, organize, coordinate and utilize personnel and fiscal resources effectively to respond to fluctuating patient census for a large acute care hospital; evaluate the quality, effectiveness, and financial efficiency of the nursing program and makes necessary improvements; analyze and resolve complex problems related to nursing service management; analyze situations accurately and take appropriate actions; understand, interpret, and apply laws, rules, regulations, MOU’s, and procedures related to nursing and hospital administration establish and maintain effective interpersonal relationships with physicians, administrators, nurses, managers, vendors, contractors, employee organizations and others; express oneself effectively, orally and in writing; present findings, recommendation, and policies before boards, commissions, and other groups; prepare and submit department budget; utilize basic business and health care related computer software programs; identify training needs of staff; provide excellent public relations and customer service.
