DEFINITION

Under administrative direction of the Director of Public Works, plans, organizes, and manages a wide range of difficult administrative, management, fiscal and other functions; directs and coordinates various administrative management and staff functions of various support service units within the Department of Public Works; and performs other duties as required.

CLASS CHARACTERISTICS

An employee in this single position class has broad responsibility for overseeing a variety of administrative and internal service functions within the Public Works Department.  The incumbent works collaboratively as a key member of the Public Works executive team to determine policy, develop programs, and formulate operational and organizational objectives and is also responsible for program planning and implementation. As needed, the Deputy Director-Public Works Administration represents the County on state, regional and local committees relating to County-wide Public Works issues. This class is exempt from Civil Service.

TYPICAL DUTIES

  • Plans, organizes, and directs the activities of various functions pertaining to the administration and internal services operations within the Public Works Department; selects, assigns, trains, supervises and evaluates personnel, including subordinate management and supervisory staff; coordinates disciplinary action as necessary.
  • Coordinates assigned activities with other Public Works staff, other County departments and outside agencies as appropriate; identifies and assesses operations and organizational needs; advises Department staff on support service functions. 
  • Plans, develops, and administers departmental goals, objectives, management strategies, programs, and policies in consultation with the Director of Public Works and Public Works executive team; develops and directs the implementation of plans to improve economy, efficiency and quality of work in assigned areas. 
  • Through subordinate managers, plans, directs and organizes the Department’s budgets; ensures application of sound fiscal control systems; oversees coordination of the review and monitoring of budget activities with Department staff, the County Administrator’s Office, the Auditor-Controller’s Office and other agencies as needed.
  • Analyzes the effect of federal, state, and local legislation; establishes, oversees, and modifies Department positions pertaining to the support or opposition of legislation as needed. 
  • Prepares and reviews a variety of correspondence, reports and other materials; prepares recommendations for consideration by the Director, the County Administrator’s Office, the Board of Supervisors and others.
  • Represents the Department on federal, state, regional, and/or local governing boards, committees, commissions, and task forces; acts as liaison with other governmental agencies, contractors, consultants, and the general public as required.

MINIMUM QUALIFICATIONS

DESIRABLE QUALIFICATIONS:

Education: Possession of a Master’s Degree in public or business administration or a closely related field may be substituted for one year of the required non-supervisory experience.

Experience: Five years of increasingly responsible managerial, fiscal, and/or administrative work, including three years of significant budgetary preparation and analysis at a supervisory level.

KNOWLEDGE

Principles and practices of public administration including supervision, management, accounting, budgeting, finance, organizational planning/analysis, statistical analysis, research methods, records management and report writing; complex budgeting techniques utilizing diverse funding sources; modern office automation and information systems  equipment and procedures; general responsibilities, rules and regulations pertaining to local government agencies, including a county and/or city Public Works Department.

ABILITY

Plan, direct, and organize, the administrative and support operations and functions of a large, complex public works department; apply the principles, practices, methods and techniques of public administration, management analysis, and human resources management to solve problems of unusual difficulty related to management and administration; develop sound fiscal strategies that anticipate problems and propose solutions; manage a variety of administrative operations, functions and projects; interpret and apply laws, rules, regulations, policies and procedures related to the operation of a public works department; establish and maintain effective working relationships with others, including department heads, officials, employees and others outside of County government; communicate effectively, clearly and concisely, both orally and in writing.

Mobility—frequent operation of a keyboard, sitting for long periods, walking; occasional standing, pushing, pulling, bending, squatting, driving, climbing; Lifting—frequently 5 pounds or less; occasionally 5 to 30 pounds; Visual—constant good overall vision and reading/close-up work; frequent color perception and eye/hand coordination; occasional depth perception and peripheral vision; Hearing/Talking—frequent hearing normal speech, hearing/talking on the telephone; frequent talking in person; Emotional/Psychological—frequent decision making and concentration, public contact; occasional working weekends/nights/overtime; Environmental—occasional exposure to noise, varied weather conditions.
