Under direction, manages countywide human resources programs and specialty projects and performs complex administrative and professional public human resources work.
CLASS CHARACTERISTICS
An incumbent of this class works under delegated authority of Human Resources executive and senior management with considerable independence and delegated authority. Manages or administers one or more human resources functional units and/or programs; completes the most difficult and complex professional public human resources work. This class manages professional, technical and/or clerical support staff directly or through subordinate supervisors. Human Resources Manager is exempt from the San Joaquin County Civil Service system and is an “at-will” classification.
TYPICAL DUTIES

Manages a major program or group of programs in the Human Resources Division; coordinates programs and projects; works in conjunction with other Human Resources programs, county departments and/or divisions.
Analyzes legislation and legal trends and developments related to Human Resources; evaluates potential impact and keeps management informed; makes recommendations related to new legislation; assists in the formulation of countywide policies and procedures.
Corresponds and meets with recognized employee organizations on various assigned issues; participates in, or provides technical support for, negotiations with recognized employee organizations; may serve as chief spokesperson on a variety of employer employee related issues.
Coordinates Civil Service or other grievances received in Human Resources; oversees and participates in the investigation of grievances and complaints; interviews witnesses; researches rules, policies, ordinances, and regulations; prepares findings and recommends resolutions of grievances and complaints on behalf of the Director of Human Resources; may represent the County at Civil Service Commission hearings, Board of Supervisors hearings, or in arbitration hearings related to grievances and complaints.
Interprets and explains provisions of the Civil Service Rules, Civil Service Ordinance, Salary Ordinance, Administrative Manual, Memoranda of Understanding, general personnel policies, and other related regulations; advises departments on a variety of human resources matters, including counseling and evaluating employees; may advise departments on disciplinary actions.
Plans and implements internal staff development and training; develops and conducts specialized employee training programs for countywide or functional unit implementation; coaches and mentors subordinate staff; serves as an internal resource on a broad range of Human Resources programs and issues.
Prepares a variety of oral and written reports and memoranda; develops ordinances and Board documents.
Acts on behalf of Human Resources executive and senior management in matters regarding functional area(s) of responsibility; based on area of assignment, may be designated as County Risk Manager, Chief Negotiator, or other official role; may serve as Secretary or county representative to appointed or elected bodies, such as the Civil Service Commission, Deferred Compensation Advisory Committee, Equal Employment Opportunity Advisory Committee; may serve as County representative for community or professional organizations; as directed, may act on behalf of the Division on general or other matters outside area of assignment.
MINIMUM QUALIFICATIONS
DESIRABLE QUALIFICATIONS
Education: Graduation from an accredited four-year college or university, preferably with a major in public or business administration, human resource management, social science, industrial psychology, or a closely related field.
Experience: Five years of increasingly responsible full-time professional public human resources experience in one or more areas of human resources administration to include minimum one year in a supervisory or managerial capacity.
Special Requirement: Based on assignment, candidates may be required to possess qualifying experience within a single or combination of specified functional areas such as employee benefits, labor relations, recruitment and selection, risk management, classification and pay, human resources information systems, leave management, compliance, organizational development, and/or general human resources administration.
AND
License: Possession of a valid California driver’s license.
KNOWLEDGE
Principles and practices of public human resources administration, including recruitment, exam development, classification, employee relations, and EEO/diversity programs; principles of administration and organization; statistical methods and analysis; language mechanics and report writing; research methods; merit systems; federal and state employment regulations and guidelines.
ABILITY
Perform technical public human resources work; supervise and train staff; gather and analyze data; prepare comprehensive reports; understand and interpret complex regulations and technical information; develop and present training programs; express oneself clearly and concisely both orally and in writing; make presentations to groups; establish and maintain effective working relationships with others.
