Positions in this job family are assigned responsibility for planning, developing and implementing programs for ensuring compliance with state and federal laws regulating Weights and Measures.This includes responsibility for coordinating and conducting tests related to the regulation and control of measurement standards.Supervises the statewide Bureau of Standards to promote accurate and uniform standards of measurement throughout the state.
The functions within this job family will vary by level, but may include the following:
Operates the Oklahoma Bureau of Standards; approves requests for measurement devices and method certification of various manufactures or other concerns; determines the degree and type of measurement accuracy required; approves and certifies standards of weights and measures; and tests methods of weighing, measuring and testing.
Receives training and certification from the National Institute of Standards and Technology (NIST) ; participates in laboratory continuous training programs from (NIST).
Develops and implements programs for ensuring compliance with state and federal laws regulating Weights and Measures; monitors and makes recommendations for legislation, rule and regulation changes.
Plans and coordinates the activities of the weights and measures section, including assignment of duties, monitoring through completion, evaluating staff efficiency, implementing training and new methods, and providing training for bureau personnel.
Measures, tests and calibrates mass, length and volumetric measuring and weighing instruments of businesses, companies and industries to ensure compliance with accuracy standards established by the (NIST) .
Prepares reports, maintains official records, and issues official state certificates to agencies and industries.
Develops and presents informational speeches and technical reports to various groups.
Participates in national, regional and state weights and measures training conferences.
KNOWLEDGE, SKILLS, & ABILITIES
Knowledge of mathematics, basic engineering and physical science; of research and laboratory methodologies; of record keeping and report writing procedures; and of collection and analysis. Ability is required to establish and maintain effective professional and working relationships.
Those identified in Level I plus additional knowledge of advanced statistics; of inspection and investigation techniques; of state and federal laws and regulations relating to weights and measures, field weights and measures, specification tolerances and other technical requirements for field weighing and measuring devices, and methods of weighing and measuring; of various instruments and devices used in a Metrology laboratory and commercial weights and measures, such as scales, gasoline pumps, precision balances, microscopes, barometers, hygrometers, and mass, length and volumetric measuring devices; of the laws of physics relative to the physical properties of substances or materials; and of the effects of various environmental influences on weights and measures. Ability is required to use volume and mass testing equipment and instruments.
Level III: Those identified in Level II plus knowledge of measurement test designs to determine precise measurements of mass, length, volume and density. Ability is required to design tests to confirm measurements; to determine the adequacy of other measurement testing systems or methods; to exercise tact and courtesy while obtaining compliance with federal and state laws and regulations; to plan, organize and coordinate activities; to direct the work of others; and to analyze and resolve highly complex administrative problems.
Level IV: Those identified in Level III plus knowledge of the principles and practices of effective supervision and training. Ability is required to effectively manage the quality system employed in the laboratory or one that is comparable.
The Metrologist job family has four levels of work which are distinguished by the complexity of job assignments, the extent of the responsibility assigned, the level of expertise required for completion of assigned tasks, and the responsibility for the supervision of others.
Level I: This is the basic level of this job family where incumbents are responsible for performing routine entry level technical work in inspecting a variety of measurement devices for compliance with established measurement standards Performs laboratory tests on selected measurement devices using standard testing procedures to identify discrepancies or confirm accuracy and making recommendations to initiate corrective action as appropriate; compiling information and preparing reports, encoding data into computer system and maintaining records. Work is performed under close supervision and in a training capacity to build skills and to gain competence and proficiency.
Level II: This is the career level of the job family where incumbents are assigned duties and responsibilities at the full-performance level and perform technical work in inspecting a variety of measurement devices for compliance with established measurement standards; perform both field and laboratory tests of selected measurement devices using standard testing procedures to identify discrepancies or confirm accuracy and initiate corrective action as appropriate. Work is performed independently and with responsibility for a high degree of decision making.
Level III: This is the specialist level of this job family where employees are assigned responsibility for planning, directing, coordinating, implementing and overseeing the Oklahoma Bureau of Standards in order to promote accurate and uniform standards of measurement throughout the state.
Level IV: This is the supervisory level of this job family where employees have overall responsibility for the Oklahoma Bureau of Standards, which is the State’s weights and measures calibration laboratory. This includes general oversight of calibration work, maintaining compliance with state and federal laws, and maintaining international accreditation of an ISO 17025 Quality Management System. This position directly supervises other laboratory staff, which includes reviewing, assigning and delegating work, providing training, initiating disciplinary action, and evaluating performance. This position also performs administrative and managerial work by organizing and directing a major program, recommending policies, goals and objectives, preparing reports, and administrative tasks such as purchasing, approving time and leave, and strategic planning.
Education and Experience requirements at this level consist of a bachelor’s degree in mathematics, engineering, physical science, physics or a closely related field or an equivalent combination of education and experience, substituting one year of experience in a lab for each year of the required education.
Education and Experience requirements at this level include those identified in Level I plus three years of experience in a metrology laboratory or an equivalent combination of education and experience substituting successful completion of the Basic Metrology courses conducted by the National Institute of Standards and Technology for one year working in a metrology laboratory.
NOTE: No substitution will be allowed for the required two years of experience in a metrology laboratory.
Level III: Education and Experience requirements at this level consist of those identified in Level II plus two additional years of qualifying experience in a metrology laboratory and successful completion of the Advanced Metrology Training conducted by the National Institute of Standards and Technology.
NOTE: No substitution will be allowed for the required four years of experience in a metrology laboratory.
Level IV: Education and Experience requirements at this level consist of those identified in Level III plus two additional years of qualifying experience in a metrology laboratory.
NOTE: No substitution will be allowed for the required six years of experience in a metrology laboratory.
Applicants must be willing and able to fulfill all job-related travel normally associated with these positions.
