BASIC PURPOSE

Positions in this job family are involved in professional level work involving investigations within Oklahoma Department of Veterans Affairs (ODVA) Central Office Safety/Security Division for compliance with state and federal laws, rules, regulations and standards, such as patient abuse/neglect, financial exploitation, misuse of professional licenses or certifications, abuse of authority, drug diversion, suspected fraud or criminal activity, and employment or patient related complaints. Duties also include conducting criminal background checks for ODVA applicants and staff as required, conducting safety training, assisting with safety/security inspections at ODVA facilities, and serving as first responder in emergency or disaster situations.

TYPICAL FUNCTIONS

The functions within this job family will vary by level, but may include the following:

• Conducts investigations, interviews complainants and witnesses and other relevant parties, gathers and analyzes information, physical or documentary evidence or clues, obtains signed statements and affidavits; prepares investigative reports and case records, presents findings in impartial and properly documented reports to superiors for disposition or further legal review,
• Conducts surveillance of employees or targeted locations or establishments where alleged violations were reported. Installs, operates and monitors electronic surveillance equipment; operates computers and computer software.
• Conducts criminal background and personal history investigations to determine good moral character of ODVA applicants and semi-annual background checks as required by federal law. Advises management and assists law enforcement, district attorneys, and Attorney General staff and investigators and prosecutors in furthering criminal investigations and in preparing cases for trial. Appears and testifies in court or civil proceedings; drafts and executes formal documents for use in criminal or administrative investigations, subpoenas for evidence, search warrants, arrest warrants and affidavits.
• Serves as first responder in emergency or disaster situations and coordinates agency’s facility teams.
• Prepares statistical analyses to determine the trends of violations of state and federal statutes.
• Participates in continuing in-service training; studies professional literature related to new investigative techniques and procedures; studies legal materials related to court decisions and state and federal laws.
• Develops and maintains effective professional communications and working relationships with peers, co-workers, supervisors, administrators, law enforcement officers, prosecutors, and professional organizations.

LEVEL DESCRIPTORS

This job family has four levels which are distinguished by the complexity of job assignments, expertise required to complete assigned duties, level of experience and degree of responsibility and accountability for providing leadership and direction to others.

Level I:
This is the basic level where employees are assigned responsibilities involving basic level work in conducting various types of investigations, interviewing witnesses, collecting and analyzing evidence and other related duties. Employees are expected to gain in-depth knowledge of state and federal statutes and rules regulating state Veterans Homes. 

Level II:
This is the career level of this job family where incumbents are assigned duties and responsibilities at the full-performance level and perform a variety of tasks involving investigating complaints filed by employees, patients, patient family members, conducting special investigations; and performing criminal and other background investigations on ODVA applicants and current staff.  Incumbents will be expected to perform assigned duties at all levels of complexity and will provide guidance, supervision and training to assigned staff.

Level III:
This is the specialist level of this job family where employees are assigned responsibilities as a senior investigator involving advanced level employment or criminal investigative work including coordinating and participating in major investigations and specialized criminal investigations, acting as a lead investigator, serving as a field training investigator, coordinating and serving as agency liaison for multi-jurisdictional investigations, providing specialized assistance such as electronic surveillance, or similar duties.  Employees at this level take lead on investigations and receive minimal direction or supervision during investigations.
 
Level IV:
This is the leadership level of this job family where employees are assigned responsibility for planning, coordinating and directing activities. This includes responsibility for supervising and reviewing the work of other investigative staff and investigators who are responsible for conducting required inspections and investigations in an assigned area on a regular and consistent basis, in addition to managing a working caseload of investigations. This includes responsibility for planning, organizing, reviewing, training and evaluating the work of an assigned professional level staff as well as performing related administrative functions.

MINIMUM QUALIFICATIONS

This job family has four levels which are distinguished by the complexity of job assignments, expertise required to complete assigned duties, level of experience and degree of responsibility and accountability for providing leadership and direction to others.

Level I:
Education and Experience requirements at this level consist of a bachelor’s degree from an accredited college or university, and one year conducting investigations for a state or federal governmental entity; or an equivalent combination of education and experience.   

Level II:  
Education and Experience requirements at this level consist of those identified at Level I plus two additional years of professional experience in criminal or governmental investigations: or an equivalent combination of education and experience. 

Level III:
Education and Experience requirements at this level consist of those identified at Level II plus one additional year of professional experience in criminal or governmental investigations: or an equivalent combination of education and experience.

Level IV: 
Education and Experience requirements at this level consist of those identified at Level III, plus two years of professional experience in criminal or governmental investigations in a supervisory capacity; or an equivalent combination of education and experience.

NOTE:
Professional experience in conducting investigations must have been the primary full time job responsibility to be considered as qualifying.  Incidental performance of professional investigative work shall not be considered qualifying.

SPECIAL REQUIREMENT

Applicants must be willing and able to fulfill statewide job-related travel normally associated with this position.  The ODVA operates facilities on a 24/7 basis, which may require work outside normal business hours.
