BASIC PURPOSE

Positions in this job family are assigned responsibilities involving the direction of law enforcement communication centers and communication dispatchers in providing communications support to officers in the field, other law enforcement agencies, civil defense operations and other emergency services.

TYPICAL FUNCTIONS

The functions within this job family will vary by level, but may include the following:

  • Plans, organizes and directs law enforcement communication center operations and activities in providing communications support to law enforcement field staff and others.
  • Assists in the development of agency rules, regulations and policies concerning the use of communications equipment and systems, including OLETS, NLETS and NCIC data information systems; represents the agency in matters concerning user agreements and accountability for the operation and security of terminals and use of information.
  • Coordinates operational and administrative matters with other divisions and agencies, such as Highway Patrol troop commanders, Lake Patrol, Department of Transportation, Civil Defense and local law enforcement officials.
  • Conducts on-site inspections of communication centers in an assigned zone or region to evaluate operations and personnel and ensure compliance with established policies and procedures
  • Develops and conducts training programs in communications procedures and requirements; collects, prepares, organizes and edits instructional materials such as manuals, overhead transparencies, course outlines and cassettes.
  • Composes and releases information to the news media concerning various incidents or situations; responds to requests for assistance and information from the general public.

KNOWLEDGE, SKILLS, & ABILITIES

Level I :                               

Knowledge of Federal Communication Commission rules and regulations concerning radio operations and communications; of OLETS, NLETS and NCIC operating procedures; of state and federal traffic and criminal laws and restrictions on use of criminal records; of agency communication policies and procedures; of supervisory techniques and practices; and of training methods and practices.  Ability is required to direct the work or others; to operate radio and telecommunications equipment used in a law enforcement communication center; to maintain operating efficiency under emergency and stressful situations; to express ideas clearly and concisely, both orally and in writing; to exercise sound judgment in complex situations and adopt appropriate course of action; to establish and maintain effective working relationships with others; and to develop and conduct effective training programs.

 

Level II :                             

Those identified in Level I plus the ability to direct the operations of multiple communication centers.

 

Level III :                                  

Those identified in Level II plus knowledge of management and personnel practices; of cost analysis and cost allocation; and of current developments in communication systems.

 

 

 

 

LEVEL DESCRIPTORS

This job family consists of three levels which are distinguished based on the level of accountability assigned for communications operations and activities and  the level of responsibility assigned for providing leadership to others. 

Level I:                                    
At this level employees are primarily assigned responsibilities for the direction of a communication center on a twenty-four hour basis, including management of supervisory personnel on each shift and direction of the overall communications operation within the center.  This may include responsibility for a single communication center which has responsibility for providing communication support to all agency field agents on a statewide basis, or responsibility for a district or regional communication center which is responsible for all communications support within the assigned district or region. 

Level II:                                  
At this level employees are assigned responsibilities involving the direction of two or more communication centers located within a designated  region or district or other comparable zone of operations.  In this role they will provide coordination between the various communication centers and will assist in developing division operating policies and procedures as well as providing supervision to supervisory or managerial personnel responsible for the operations of individual centers in the assigned location. 
  
Level III:                                  
At this level employees are assigned overall responsibility for an agency communications program with communication centers located throughout the state, providing communications support to  law enforcement officers in the field, as well as other law enforcement agencies and emergency operations support for natural disasters and other situations.  

MINIMUM QUALIFICATIONS

Level I:   
Education and Experience requirements at this level consist of four years of experience in the operation of radio communications within a law enforcement agency.

Level II:    
Education and Experience requirements at this level consist of those identified in Level I plus one additional year of  qualifying experience and one additional year of experience in a supervisory capacity.

Level III:    
Education and Experience requirements at this level consist of those identified in Level II plus one additional year of qualifying experience and one additional year of experience in a supervisory capacity.
