BASIC PURPOSE

Positions in this job family are assigned responsibilities involving the evaluation, management and control of real property owned or leased by the Oklahoma National Guard.  This includes maintaining an inventory and capital asset accounts for all real property, providing recommendations concerning space utilization, land acquisition and disposal of real property, estimating the value of real property and making site inspections and maintaining all construction in progress files.

TYPICAL FUNCTIONS

  • Develops and recommends programs for the acquisition of fee simple title, leaseholds, easements, permits, land exchanges and licenses from both private owners and government agencies to meet agency needs for real property; researches and interprets legal documents to determine ownership to support the legality of any such acquisition; assists in site selection surveys to determine if prospective sites meet Air National Guard needs; arranges for rights of entry; makes recommendations for land acquisition and presents such recommendations to the Facilities Board of the National Guard. 
  • Maintains statistics on real property and real property interests to provide information and make recommendations concerning the utilization, development and disposal of real property; prepares space use studies to ensure full and efficient use of all building space; analyzes such space for compatibility of use, compliance with established criteria and cost of any proposed change; advises the Oklahoma National Guard on space usage, land acquisition permits, licenses and easements; coordinates requirements with National Guard Bureau and Corps of Engineers. 
  • Establishes and maintains an inventory of all real property and a capital asset account for real property; monitors all transactions relating to real property, including in-house or contract work to alter and modify facilities, remove and install equipment, land acquisitions and disposals, to ensure all changes affecting real property are analyzed and recorded; conducts appraisals to establish asset values for real estate; estimates values of buildings, fences, pavements and other structures for accounting purposes; maintains accounting records for imprest cash fund. 
  • Identifies excess real property and recommends a plan for disposal of such property; prepares detailed surveys and analyses of building conditions, legal encumbrances and, if leased property, restoration costs, to determine costs and constraints on disposal of such property. 
  • Arranges for renewal or extension of leases, licenses or permits pertaining to real property to ensure continued availability; assists the Corps of Engineers in the amendment of existing leases, the leasing of property to other users and in any encroachment actions. 
  • At the request of the Oklahoma National Guard, represents the agency at meetings involving realty matters; provides counsel and advice to other governmental and municipal officials, private citizens and others interested in Air National Guard real estate acquisition, use or disposal. 
  • Provides training and staff assistance to other Air National Guard installations as requested.

KNOWLEDGE, SKILLS, & ABILITIES

Level I :                        
Knowledge of real estate principles and practices; of the use of various public records relating to land titles, liens and property contracts; of the acquisition of real property; of rental leases and agreements; of property management techniques; of accounting and auditing principles and methods as they apply to real estate; and of state and federal laws concerning historical site preservation.  Ability is required to read and interpret complex written materials, such as laws, rules and guidelines; to appraise base property and assets; to research and analyze complex technical data; to analyze situations; to organize and present facts, data and opinions clearly and concisely; to operate computerized accounting and communications systems; to prepare mathematical calculations, charts and descriptive sketches; and to establish and maintain effective working relationships with others. 
 

LEVEL DESCRIPTORS

Level I :                     
The Real Property Management Specialist job family consists of only one level and incumbent employees are responsible for performing all functions related to the position to which assigned. 

MINIMUM QUALIFICATIONS

Level I :                   
Education and Experience requirements at this level consist of a bachelor's degree and one year of experience in title investigation, real property appraisal, acquisition of property or real property management; or a bachelor’s degree in civil engineering, construction management, industrial arts, or a related field, plus one year’s experience in building inspection, construction inspection, construction management, or building maintenance management; or an equivalent combination of education and experience, substituting one additional year of qualifying experience for each year of the required education.

SPECIAL REQUIREMENT

Applicants must be willing and able to fulfill all job-related travel normally associated with this position.
