BASIC PURPOSE

Positions in this job family are assigned responsibilities involving the review and examination of claims and  encumbrance documents to insure compliance with state purchasing laws, state travel reimbursement laws, and Office of State Finance policies and procedures.  This includes reviewing and accepting or rejecting claims, conducting research as needed, and making appropriate entries into the claims processing system.

TYPICAL FUNCTIONS

The functions within this job family will vary by level, but may include the following:

  • Reviews, processes and audits claims and  encumbrance documents for compliance with state purchasing laws and Office of State Finance budget and accounting policies and procedures.
  • Audits travel claims for compliance with the State Travel Reimbursement Act and Office of State Finance policies and procedures.
  • Prepares claim rejection notification, including reasons for rejection, as appropriate; provides assistance to agencies on matters related to the pre-audit process.
  • Enters source document information into claims processing system; conducts research, makes corrections, and retrieves records for review and editing.
  • Prepares fiscal reports; reconciles missing and incorrect records concerning agencies annual, quarterly and monthly budget and accounting transactions.

KNOWLEDGE, SKILLS, & ABILITIES

Level I:  
Knowledge of auditing procedures; of modern office practices and equipment; of business math; and of the processing of claims and  encumbrance documents.  Ability is required  to operate computer terminals or other data entry equipment; to apply auditing concepts to standard financial transactions; to follow written and oral instructions; and to check numbers accurately.

Level II:  
Those identified in Level I plus knowledge of research methodologies relating to claims processing and ability to research and write fiscal reports or correspondence.

Level III:  
Those identified in Level II plus ability to review and process expenditure, revenue, and accounting transactions.

Level IV:  
Those identified in Level III plus knowledge of supervisory principles and practices and demonstrated ability to audit a variety of claims and  encumbrance documents and various expenditure transactions.

 

LEVEL DESCRIPTORS

This job family consists of four levels which are distinguished based on the complexity of the work assigned, the expertise required to complete work assignments, and the responsibility for the leadership of others.

Level I:
This is the basic level of this job family where employees are assigned responsibilities for performing routine entry level work in assisting with tasks involving the review and audit of various claims and  encumbrance documents.  This includes receiving and sorting documents, conducting an initial review of the information provided, and identifying routine errors in the preparation of the document.

Level II:
At this level employees are assigned responsibilities for conducting more complex audits involving a variety of claims,  greater responsibility for determining the method for completing assigned tasks, and increased accountability for insuring the timely completion of assigned work and accuracy of the documents reviewed.

Level III:  
This is the career level of this job family where employees are assigned responsibilities at the full-performance level for the completion of a full range of activities and tasks involving the review and audit of a variety of claims and  encumbrance documents.  This also includes reviewing and processing other expenditure, revenue, and accounting transactions.  Responsibilities will also be assigned for providing training and assistance to lower level auditing specialists in the completion of assigned tasks or established policies and procedures.

Level IV:
This is the leadership level of this job family where employees are assigned responsibilities involving the supervision of others in completing the review and audit of various claims and  encumbrance documents.  Responsibilities may also include auditing and processing more complex documents including  expenditure corrections, disbursement notices, and warrant cancellations.

 

MINIMUM QUALIFICATIONS

Level I:    
Education and Experience requirements at this level consist of one year of experience in financial auditing, bookkeeping or reconciling  financial statements; or an equivalent combination of education and experience, substituting six semester hours of college accounting or one year of technical training in bookkeeping or financial records management for the required experience.

Level II:
Education and Experience requirements at this level consist of those identified in Level I plus one additional year of qualifying experience.

Level III:  
Education and Experience requirements at this level consist of those identified in Level II plus one additional year of experience reviewing and processing accounting transactions.

NOTE:  Substitution of education is allowed for two years only of the required four years experience.

Level IV:  
Education and Experience requirements at this level consist of those identified in Level III plus one additional year of experience reviewing and processing accounting transactions.

NOTE:  Substitution of education will be allowed for two years only of the required five years experience.
