POSITION DUTIES

The Comptroller of Maryland is seeking a highly motivated and talented individual with strong management skills to serve as the Director of the Field Enforcement Bureau (FEB), leading the Comptroller's current and future efforts to enforce laws pertaining to motor fuel taxes, business licenses, motor fuel quality standards and investigate tax fraud. The Director serves as the FEB Chief Enforcement Officer for civilian and law enforcement officers and is responsible for leading the agency’s efforts to ensure efficient and effective regulation, inspection and enforcement of motor fuel and business licensing in collaboration with outside stakeholders and agency directors and executive team members. Duties also include overseeing the division's Petroleum Testing Laboratory operations in Jessup where motor fuel samples are collected and tested by compliance inspectors to ensure quality standards. The Director is responsible for the following essential functions (which are not all inclusive):

  • Oversees and administers the State License Bureau, Motor Fuel Operations, Special Investigative Unit and Field Enforcement in accordance with state laws and regulations.
  • Serves as the agency liaison for state and national motor fuel and motor carrier organizations. 
  • Responds to internal and external inquiries regarding FEB’s enforcement efforts and business licensing matters.
  • Oversees the planning, organization, operations and training of FEB’s law enforcement officers.
  • Formulates, reviews and recommend changes to field enforcement legislation, policy, procedures, rules and regulations to promote cost-efficient and effective use of information technology.
  • Serves as the staff advisor to the Comptroller and Deputy Comptroller regarding all field enforcement matters.

  • Has a positive and optimistic attitude toward employees, citizens and other state and private sector representatives.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university.

Experience: Minimum of five (5) years supervisory experience.

NOTE: Additional supervisory experience may be substituted for the bachelor's degree on a year for year basis.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with the International Fuel Tax Agreement and/or experience with regulation of motor fuel.
  • Experience with supervising law enforcement officers.
  • Specific knowledge of the Maryland Office of the Comptroller as it relates to administering taxes and creating and integrating data with other governmental units.
  • Experience writing in a research style and has the ability to create visual aids (graphics, etc.).
  • Three or more years working with taxes and/or tax policy.

Qualifying applicants are subject to an oral interview. Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986. This background check is comprehensive and may involve fingerprinting. Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six- month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
