Introduction

The Maryland State Department of Assessments and Taxation (SDAT) is charged with accurately appraising real and personal taxable property, ensuring business records are properly maintained, and conveying timely and accurate tax-related information to state agencies and local jurisdictions. The agency has a total annual operating budget of approximately $160 million and more than 570 employees.

POSITION DUTIES

The Director must inspire, lead, mentor, and collaborate with a team of professionals serving the people of Maryland at SDAT. Foster a culture of excellence, accountability, and ongoing improvement, working across State government and with Maryland’s local governments to ensure a cohesive and fair approach to assessment, valuation and tax matters.

Serving as the Director, the successful candidate will lead the Business Services, Real Property Valuation and Taxation Divisions to ensure​ business and personal property is​ accurately​ assessed, business records are appropriately maintained, and necessary tax-related information is conveyed to State agencies and local jurisdictions.

This executive service position serves at the pleasure of the appointing authority.

A successful candidate will have:
  • An ability to handle high-pressure situations and manage multiple projects simultaneously; 
  • Skill in identifying issues, opportunities, and analyzing legislation; 
  • The ability to convey complex tax concepts to leadership in various functional areas; 
  • Knowledge of federal and State tax laws and regulations and experience representing an organization during tax audits or negotiations; 
  • Experience building relationships with assessment and tax authorities in various jurisdictions; 
  • Strong ethical values and a commitment to compliance and integrity; 
  • and Excellent analytical, problem-solving, and decision-making skills.

MINIMUM QUALIFICATIONS

Bachelor’s degree; and

At least ten years of experience in the field of public finance, property assessments, and/or taxation, with at least five years of managerial/leadership experience.
