Introduction

The Appointments Office is charged with making state government inclusive and representative of the people it serves—from cabinet secretaries to judgeships and the state's 600 boards and commissions. It manages the recruitment for, and administrative and technical aspects of the appointments process, and engages with communities across the state to make sure that, for every appointment, we have the most talented and representative candidate pool possible. The Placement Director serves as a member of the Appointments Office leadership team that sets strategy for the office, and leads daily execution of the appointments work.

The team works in-person, alternating between Annapolis and Baltimore

POSITION DUTIES

General Purpose: The Placement Director serves as a member of the Appointments Office leadership team that sets strategy for the office, and leads daily execution of the appointments work.

Responsibilities:
  • As a team leader, communicate regularly and proactively with–and be accountable to–the Leadership Team 
  • Manage all aspects of the day-in and day-out work of making appointments to Maryland’s 600 boards and commissions 
  • Develop a deep understanding of the appointments process and use that understanding to lead the Placement Team in making appointments that meet the many unique timelines and complex statutory requirements for boards, commissions and judgeships–all while working to maximize equity and excellence throughout 
  • Manage the Placement Team:
    • 3 Placement Specialists, each responsible for making appointments to a portfolio of boards and commissions 
    • 1 Placement Manager who manages a board portfolio and leads
      • the oaths, ethics and attendance work associated with appointments 
      • organization of the team to execute the paperwork and other processes associated with appointments 
    • 1 Data Manager who manages the office’s data platforms and all data-driven processes of the appointments work: demographic data capture/analysis and the systems to support the appointments paperwork 
  • Model for, develop a culture of and ensure accountability for the following from all members of the Placement Team

  • Meet, ensure standards of quality and accuracy in all phases of the appointments work 
  • Ensure thorough execution of all steps in the appointment process, from reviewing and vetting applicants to recommending finalists for approval 
  • Support all members of the Placement Team for success 
  • Ensure all Appointments Office processes and actions comply with state statute 
  • Ensure close collaboration/alignment of priorities between the Placement and Data work 
  • Ensure the integrity of all data-driven activities and appointment data tracking 
  • Manage an appointments portfolio of select boards 
  • Provide political and legislative insight to inform appointments decisions 
  • Partner with the Appointments Office Outreach Director to inform strategic recruitment for and maximize representation with board and commission appointments 
  • Ensure high-quality and prompt team response to constituent inquiries and concerns 
  • Create and SOPs and ensure all appointments processes are documented and current 
  • Ensure team-wide advancement of AO core values and messaging in the work 
  • Adjust and streamline processes as needed to ensure continuous improvement

MINIMUM QUALIFICATIONS

Qualifications: 
  • Bachelor’s degree 
  • At least five years managing a team of five or more people 
  • Experience supporting team members through performance improvement efforts 
  • Ability to provide clear, direct feedback and guidance 
  • Ability to thrive in and lead a team in a fast-paced office with shifting tasks and priorities 
  • Exceptional organizational and project management skills 
  • Exceptional initiative, resourcefulness and follow-through 
  • Acute attention to detail 
  • Strong written and verbal communication skills 
  • Ability to juggle multiple simultaneous tasks and timelines

  • Proficiency in key features of the Google Workspace platform including Drive, Gmail, Google Meet, Docs, Sheets, Forms, and Slides

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications: 
  • Knowledge of state government and Maryland’s legislative process 
  • Legal training or knowledge
