Main Purpose of Job

The Fiscal Accounts Manager serves as the property manager for MPT fixed assets including managing the database, managing physical inventory, and disposals. This position serves as the Financial Management Information System (FMIS) Functional Coordinator and supervises the Fiscal Accounts Clerk. This is a Special Appointment position and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

Fixed Asset Management and Inventory Control
Oversee the fixed asset inventory records and controls for acquisition and disposal of
assets. The position will provide expertise and guidance to the agency’s Property
Officers when completing the annual fixed asset and sensitive equipment inventory. The
position will prepare the Annual Report of Fixed Assets to the Department of General
Services. The position ensures that the agency complies with all policies and
procedures of the Inventory Standards & Support Services Division’s Inventory Control
Manual.
Accounts Payable
Invoices issued by vendors are reviewed for accuracy, appropriateness, and payments
are processed in a timely manner. Expense statements submitted by MPT employees
are reviewed for accuracy, appropriate approvals, supporting documentation, and
consistency with State Travel Regulations. Ensures timely submission and approval of
all invoices to the office of the State Comptroller for payment.
Accounts Receivable
This position prepares variety of monthly and quarterly invoices for internal and external
customers.
Reconciles accounts receivable aging reports, cash receipts and prepares reporting of
billing and collection activities.
Corporate Purchase Card Program
Process journal entries to allocate monthly corporate purchase card transactions.
Receive and review corporate purchase card reconciliations from card holders to verify
receipts, coding and transactions are in compliance with the corporate purchase card
program.
Procurement
Maintain open purchase order report. Process the quarterly Minority Business
Enterprise reporting.
This position provides supervision to the Fiscal Account Clerk

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school
equivalency certificate.
Experience: Three (3) years of experience reviewing, verifying, recording, adjusting
and balancing financial transactions. Two (2) years of supervisory experience in an accounting
or financial environment.
Note: 
Six (6) credit hours in accounting from an accredited college or university may be
substituted for one year of the required experience.
A minimum of five courses or six months of accounting-related training in a vocational
training program in subjects such as journalizing transactions, analyzing transactions

into debits and credits, posting to a general ledger, payroll, bank reconciliations,
accounts payable, and accounts receivable may be substituted for one year of the
required experience.

Preference will be given to applicants who possess the following preferred
qualification(s). Include clear and specific information on your application regarding your

Experience in a fiscal, administrative, and/or office management role
Experience in handling Inventory of equipment, supplies and materials
Experience in Microsoft Office Suites, Google Meet, Google Docs and verbal/ written
communication skills
Experience with computerized inventory systems, familiarity with FMIS-ADPICS
approval process
