THIS IS A SPECIAL APPOINTMENT POSITION. THE INCUMBENT WILL SERVE AT THE PLEASURE OF THE APPOINTING AUTHORITY.

GRADE

Revenue Policy Analyst I: Grade 16
Revenue Policy Analyst II: Grade 18
Revenue Policy Analyst III: Grade 20

LOCATION OF POSITION

Annapolis, Maryland

POSITION DUTIES

The Bureau of Revenue Estimates is recruiting for a Revenue Policy Analyst.  Candidates with economics and related experience will analyze economic trends to forecast Maryland's economy and State tax revenues; estimate the fiscal impact of proposed law changes; write and edit reports and communicate findings.  Candidates with programming experience will analyze large, complex tax data sets to identify patterns and trends; construct, maintain, update, and ensure data quality of data sets; improve existing querying techniques.

MINIMUM QUALIFICATIONS

Revenue Policy Analyst I:

Education: Possession of a Bachelor’s degree from an accredited college or university in Computer Science, Economics, Data Science, Finance, Mathematics, or related field.

Experience: None required.


Revenue Policy Analyst II:

Education: Possession of a Bachelor’s degree from an accredited four-year college or university.

Experience: Two years of experience in: (1) economic forecasting or in the research and analysis of tax/economic policies; or (2) computer programming, match modeling, or data science

NOTES:

  1. Graduate education in Computer Science, Economics, Data Science, Finance, Mathematics, Business Administration, or a related field may be substituted at the rate of 18 credit hours for each year of the required experience for up to two years of experience.
  2. Additional experience as defined above may be substituted on a year-for-year basis for the required education.
  3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in financial management classification or financial management specialty codes in the internal revenue agent field of work on a year-for-year basis for the required experience and education.

Revenue Policy Analyst III:

Education: Possession of a Bachelor’s degree from an accredited four-year college or university.

Experience: Three years of experience in: (1) economic forecasting or in the research and analysis of tax/economic policies; or (2) computer programming, match modeling, or data science

NOTES:

  1. Graduate education in Economics, Statistics, Accounting, Business Administration, or a related field may be substituted at the rate of 18 credit hours for each year of the required experience for up to two years of experience.
  2. Additional experience as defined above may be substituted on a year-for-year basis for the required education.
  3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in financial management classification or financial management specialty codes in the internal revenue agent field of work on a year-for-year basis for the required experience and education.
** For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the United States, please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.html.

DESIRED OR PREFERRED QUALIFICATIONS

  • One or more years of experience as an analyst, economist, data scientist, computer programmer etc. or post- baccalaureate education
  • Experience or education in regression analysis / time-series models
  • Experience or education using SQL or other programming languages 
  • Experience or education in writing, editing, and/or communicating results to a variety of audiences
