Main Purpose of Job

The Special Assistant to the Chief of Staff will play a critical role in supporting the Chief of Staff in the day-to-day administrative and operational tasks of the office. The Chief of Staff to the Secretary at the Maryland Department of the Environment plays a pivotal role in driving the department’s agenda and ensuring its success. The Office of the Secretary provides strategic direction, executive management, interagency coordination, policy development communications, crisis management and relationship management. 

The Special Assistant to the Chief of Staff will assist in conducting research, preparing reports, and may represent the Chief of Staff at internal workgroups, meetings, and events.  The successful candidate will interact with staff at all levels of the agency and external stakeholders as needed while always maintaining discretion and confidentiality.  The incumbent in this position will drive special projects and will track and manage administrative processes and approvals.  This position requires excellent organizational and time management skills, with the ability to prioritize tasks and meet deadlines.  This position is a special appointment position that serves at the pleasure of the appointing authority.


MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work. 

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate have the following:

  • Experience in government operations to include State, Federal, or local government service.
  • Experience working for an elected official or senior level management. 
  • Proficiency in organizational and operational management. 
  • Excellent written and verbal communication skills.
  • Proactive attitude and ability to work independently as well as part of a team.  
  • Flexibility to adapt to changing priorities and workload.  
  • Proficiency with Google Suite and Microsoft Office products.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
