Introduction

The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State's legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government.  The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland's 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.

Main Purpose of Job

OAG is seeking applicants for a Nurse Analyst position in its Medicaid Fraud and Vulnerable Victims Unit (MFVVU).  MFVVU is responsible for: (1) investigation and prosecution of criminal cases involving Medicaid fraud by providers; (2) investigation and civil enforcement actions under the Maryland False Health Claims Act; (3) prosecuting the abuse and neglect of vulnerable adults; and (4) prosecuting opioid diversion and over prescription. This analyst will work with Assistant Attorneys General and staff of the MFVVU conducting criminal and civil investigations of abuse and neglect of vulnerable adults in Maryland healthcare facilities. Additionally, this position will assist in the investigation of fraud by health care providers and other violations of the Maryland Medicaid Program. 

Duties include analyzing medical records; identifying, locating and interviewing key witnesses; conducting onsite visits to facilities; testifying in grand jury and court proceedings; working with local, state and federal law enforcement agencies; and preparing cases for trial. 

MINIMUM QUALIFICATIONS

A Bachelor’s degree in nursing from an accredited four-year college or university with six years’ work experience. Experience in forensic or geriatric nursing experience strongly preferred. 

Candidates must have basic computer database software experience, e.g., Access, Excel, and Word processing programs and fundamental understanding of database concepts. Must have excellent communication and writing skills.  The candidate must be willing to work throughout the state and at times work outside the typical workday, as required. 

Note:
Applicants may substitute graduate education for the required general experience on a year-for-year basis.  

SELECTIVE QUALIFICATIONS

Candidates must have basic computer database software experience, e.g., Access, Excel, and Word processing programs and fundamental understanding of database concepts.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess experience in forensic or geriatric nursing.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
