Introduction

The Maryland State Library Agency (MSLA) is an independent agency providing strategic leadership and guidance to Maryland’s public libraries. MSLA promotes the planning and implementation of library programs, supports staff and career development through education and training, and facilitates resource sharing among libraries. MSLA oversees the Maryland State Library for the Blind and Print Disabled, Maryland’s Public Libraries, the State Library Network, the Public Library Capital Grants Program, and the Maryland Deaf Culture Digital Library.

Main Purpose of Job

Functions as a Special Assistant to the State Librarian. Serves in a second line managerial capacity responsible for administrative staff work related to the administration of departmental policy and oversight and coordination of agency operations. Assists with planning, organizing and leading the work of agency staff, including professional, technical, administrative or clerical workers; assists with the evaluation of the efficiency of operations and assists with the development, revision and recommendation of new policies, standards, and workflow procedures, using new technology where appropriate; interprets and applies or oversees the application of agency policies, rules and regulations to accomplish the work of the agency. Serves as liaison to the overall operations of the Public Library and State Networking Branch and the Maryland State Library for the Blind and Print Disabled.

This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

● Performs the duties of Executive Administrator to the State Librarian;

● Researches and compiles information as directed by the State Librarian or executive staff and may recommend
   innovative ideas or methods of doing business; 

● Reviews, evaluates and assists in the development of agency policies and programs; 

● Develops and recommends new standards, methods of operation and new technology to accomplish the mission
   of the agency; 

● Serves as Human Resource Liaison with Shared Services regarding timekeeping, recruitment and training.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor Degree from an accredited college or university.

Experience: Five years of administrative staff or professional work.

Notes:

  1. Candidates may substitute additional professional experience as defined above on a year-for-year basis for the required education.
  2. Candidates may substitute additional job-related education at a rate of thirty credit hours for each year of experience for up to two years of the required experience.
  3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Two years of experience as an Executive Assistant.

Two years of experience in Human Resources.  

Two years of experience working with Microsoft Office Suite and Google Suite.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that will require transportation and may be responsible for providing their own transportation as needed to access meetings and job destinations as required.
