This is a CONTRACTUAL position within the Licensing Division of the Maryland State Police (MSP).

Main Purpose of Job

The main purpose of the job is to protect the citizens and communities of Maryland by completing, with a high degree of accuracy, computer background checks of applicants who apply to purchase, rent, or transfer regulated firearms, registers a machine gun, sells and/or transfers a regulated firearm, applies to be a designated collector, Regulated Firearms Dealer and / or apply for a Handgun Permit, Handgun Qualification License, Security Guard or Agency, Private Detective or Agency, Security System's Technician or Agency, Special Police Officer, or Railroad Police Officer. To ensure the information pertaining to transactions resulting from the aforementioned activities are entered accurately into any database utilized by the Maryland State Police.

POSITION DUTIES

Maintain active and current Maryland Interagency Law Enforcement System (MILES) and National Crime Information Center certifications. 

 

Performs comprehensive criminal background checks via computer, as identified by Command and policy, within legislatively mandated time frames. 

 

Reviews applications by individuals who purchase, rent or transfer regulated Firearms, register machine guns, and those who sell and/or transfer regulated Firearms, or those who apply to be designated collectors or become Regulated Firearms Dealers and / or apply for a Handgun Permit, Handgun Qualification License, Security Guard or Agency, Private Detective or Agency, Security System's Technician or Agency, Special Police Officer, or Railroad Police Officer. 

 

Utilize independent judgement to analyze and apply Maryland Public Safety Article, Code of Maryland Regulations (C.O.M.A.R.), Firearms Safety Act of 2013, as well as Current Maryland State Police Standard Operating Procedures (SOP), Desktop Procedures and Business Practices to each application. 

 

Verifies all information on the application and ensures that all documentation required by statute is included before processing (accepting) the application.

 

 

Telephonically contacts the Regulated Firearms Dealer or seller to verify unreadable / inaccurate information contained in the application and/or attachments. 

 

Telephonically or in person assist citizens / applicants with the proper procedures and requirements for any license issued by the Maryland State Police Licensing Division. 

 

Ability to effectively communicate orally and in writing.

 

Identify and correct data entry errors and notify the appropriate supervision in the chain of command of the error and corrective action taken. 

 

Exercise quality control responsibilities in the day to day activities of the Division and ensures that high standards of service to the Department and the State are maintained. 

 

Ensures timely and accurate completion, as described above, of assigned tasks and responsibilities.

 

Maintains a 96% accuracy rate on all completed transactions.

 

Perform other duties and responsibilities as required to fulfill job function or as assigned or requested by supervisory and command personnel.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

 

Experience: One year of experience performing clerical, clerical technical, or secretarial work.

 

 

Notes:      

 

1. Candidates may substitute 30 credit hours from an accredited college or university for the required experience.  

  

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualifications. It is important that you include clear and specific information on your application regarding your qualifications.

 

Preferred Qualifications:

 

1. Experience working at the Federal, State, County or Local levels of government.

 

2. Experience with CJIS, JIS, Meters or Secure Case Search.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

In accordance with Section 2-204(b)(6) of the Public Safety Article, Candidates for position in this classification will be subject to an initial drug screening and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

The selection process for this recruitment will involve a rating of the training and experience provided on the application. Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED, and QUALIFIED categories. The list will be used by the hiring manager to select the individual to fill this vacancy. The list will be valid for one year.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.


Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
