and Medical Leave Insurance (FAMLI)
program makes sure all workers in Maryland have paid time off for medical and
family reasons. FAMLI is a social insurance system covering 2.8 million workers
and 180,000 employers, delivered as a digitally native, public-facing service.
We’re in the early stages of building something as big and as far-reaching as
unemployment insurance or a new health department. We know that delivering
services primarily through a website, over the Internet, is a new way of doing
business in government.
Our
Digital Services Team is the group inside of FAMLI charged with bringing a
modern product-oriented approach to creating, launching, and continuously
improving the digital platform powering family and medical leave in Maryland.
This team is responsible for providing intuitive and user-oriented experiences
to workers who need to take paid leave, to employers who need to interact with
our office, and to government employees processing claims and interacting with
the public. The Staff DevOps Engineer is a critical member of FAMLI’s Digital
Services Team.
The
Staff DevOps Engineer will work closely with our development and operations
teams, bridging the gap between software development and IT operations to
streamline our delivery pipeline and enhance our infrastructure's reliability,
scalability, and security.
This
role is at the forefront of modernizing how the state approaches digital
service delivery. The Staff DevOps Engineer helps define the standards and
conventions for how we will be building the infrastructure and delivery
pipeline for the state’s new Family and Medical Leave Insurance application.

Main Purpose of Job
The
Staff DevOps Engineer reports to the Principal Engineer within the Division of
Family and Medical Leave Insurance (FAMLI) at the Maryland Department of Labor.
The Staff DevOps Engineer works to define the standards and conventions for how
we will build the infrastructure and delivery pipeline for the state’s new
Family and Medical Leave Insurance application. The Staff DevOps Engineer works
closely with our vendor teams and internal development and IT operations teams
to streamline our delivery pipeline and enhance our infrastructure's reliability,
scalability, and security.
POSITION DUTIES
- Maintains and enforces technical standards for infrastructure as code, automated testing, CI checks, and deployment pipelines.
- Provides technical expertise on monitoring, alerting, incident response, and application instrumentation.
- Reviews and approves proposed infrastructure code generated by staff and contractors.
- Provides technical expertise to build infrastructure and CI/CD pipelines that are reliable, secure, and scalable.
- Contributes to architecture and compliance documentation.
- Coordinates with the state's cloud infrastructure team to lead the FAMLI team through key cloud architecture decisions and to comply with the state infrastructure and security policies.
- Conducts technical discovery to understand the engineering risks and opportunities to inform the technical of FAMLI's services.
MINIMUM QUALIFICATIONS
- 5 years of engineering experience
- 3 years of experience as a DevOps Engineer, Cloud Engineer, or Site Reliability Engineer
DESIRED OR PREFERRED QUALIFICATIONS
Desired or Preferred Qualifications
- Experience leading teams and/or projects
- Experience designing, implementing, and managing cloud-based infrastructure on Amazon Web Services (AWS)
- Experience building tooling to support the full systems development lifecycle, including CI/CD pipelines, monitoring, alerting, and logging
- Experience building and maintaining infrastructure as code (experience with Terraform is a plus)
